The FSV ISFSI FSO's primary role is to support safe and secure storage of the spent nuclear fuel at the FSV Independent Spent Fuel Storage Installation (ISFSI). The FSO ensures that security operations are being conducted in a safe and efficient manner in accordance with the established programs, procedures and requirements. The FSO will effectively implement all appropriate regulated ISFSI requirements related to the safety and security and protection of the ISFSI assets. This may include managing the work of contractors, and implementing project work from conception to installation for modifications to the ISFSI. The FSO will also oversee training, processes, and procedures for security operations personnel as they provide for protection and maintenance of ISFSI equipment and the site. The FSO will assist to maintain a cooperative, motivated, successful team and promote a Safety Conscious Work Environment.

Education/Experience: High School required, Bachelor's degree preferred. Minimum of 5 years working on a nuclear site. Experience in functional areas of Safeguards & Security. Past experience in military or law enforcement a plus. Aptitude for training and familiarity with regulatory compliance with 10CFR Parts 72 and 73 a plus,

QUALIFICATIONS:

DUTIES/RESPONSIBILITIES

Candidate must exhibit qualities that will support the FSV ISFSI M&O mission. These include the ability to handle multiple tasks, to work as a team member, be a self-starter and motivated to get work done on an expedited basis. Team member must be able to anticipate error likely situations with a questioning attitude.

Responsibilities include:

  • Create, execute, and monitor the site security policies, procedures, and practices in compliance with NRC regulations and our FSV license requirements
  • Interface with the Protective Force Manager (PFM) to ensure the processes and procedures are effectively implemented.
  • Conduct independent suitability reviews for security force new hires
  • Obtain/maintain certification as a Facility Security Officer (FSO) through DOE National Training Center
  • Assist in the design, review and implementation of project related security strategies, security policies and standards.
  • Conduct security trainings, briefings, and debriefings
  • Manage Safeguards information Program (SIP).
  • Maintain a Lock and Key Control Program.

* Ensure compliance with NRC Licenses, DOE orders, applicable state and federal regulations, and all company policies and procedures.

  • Assist with the implementation of the Corrective Action Program (CAP) to ensure that it is effective.
  • Ensure that required ISFSI regulatory issues are identified, thoroughly documented, and appropriately dispositioned.
  • Support a Safety Conscious Work Environment (SCWE) and safety culture that is free of Harassment, Intimidation, Retaliation and Discrimination (HIRD).

* Conduct and issue monthly notifications/reporting as required

* Support management assessments

* Conduct safeguard event log reconciliation (quarterly)

* Validate training

* Maintain SGI access list

* Completion of visitor paperwork and authorization

* Maintain information security training in accordance with FSV procedures, including Derivative Classifier (DC) qualifications, perform reviews of materials for proper classification, and assure proper marking, safeguarding, and transmission of all classified materials

* Maintain and implement Incidents of Security Concern (IOSC) program

* Serve as the PERSEC point of contact (make reports, request clearances, badging, etc.)

* In-brief all new hires once clearances and SGI Access has been granted

* Review and approve any and all security procedures to ensure no changes to compliance requirements * Evaluates and write position papers as necessary for significant changes to procedures and or justification for positions on topics

* Serve as chair for OPSEC Working group, organize meetings

* Serve as Counterintelligence point of contact, issues monthly bulletins, works with the Denver CI group to make changes to the interface agreement between the two, reviews the CI report for any changes and or risks, makes notifications Experience base should include strong communication skills and the ability to speak effectively to employees, clients, and the regulator. Must have the ability define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of instructions and deal with abstract and concrete variables. This job is not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the ongoing needs of the organization at the FSV site. Other requirements include demonstrating results-oriented behavior, being able to work independently and in a team environment, and effectively interfacing with project sponsors and team leads.
