Organizational Unit Overview |
The Office of Environmental Health and Safety is responsible for development and administration of ECU's comprehensive Environmental Health and Safety program for the entire University including the East (Main) Campus, Health Sciences Campus (including West Research Campus) and all outlying areas (local and regional locations) owned/operated by East Carolina University. It is the goal of the Environmental Health and Safety Office to provide a campus work environment free from occupational and environmental hazards and to promote safe work practices through training and staff development for our faculty, staff, students, patients and visitors. Activities are geared primarily towards prevention and control of occupational hazards, environmental management and emergency management through safety education and voluntary compliance rather than enforcement activities. Audits and advises departments concerning actions necessary to prevent or abate health, safety, environmental and emergency preparedness deficiencies and maintain compliance with applicable local, state and federal occupational health and safety regulations. |
Job Duties |
FACILITY SAFETY
This position is responsible for managing the University's fire and life safety program which includes conducting periodic fire and life safety inspections for all University facilities. The position will evaluate facilities for building code/life safety deficiencies and facilitate corrective measures with responsible departments through periodic follow-up to resolution. The position will complete inspections through coordination with building administrators and department safety representatives according to an established schedule and generate reports for each inspection that identifies deficiencies and recommended corrective actions with deadlines for departmental response. The position will manage the Safety Rep program including maintenance/update of the safety rep roster and safety rep training. The position will use EH&S management software to streamline the inspection, reporting, and response process. This position will coordinate leased property inspections with Greenville Fire Rescue as well as NC Department of Insurance campus inspections and coordinate corrective actions in consultation with Facilities Services. The position will compile fire safety data required for completion of the annual Clery report and coordinate submission with
ECU PD. This position will provide oversight for contractor safety through collaboration and consultation with Facilities Services project managers.
INDUSTRIAL HYGIENE PROGRAM ADMINISTRATION
This position will manage the Industrial Hygiene Program that includes the selection and calibration/maintenance of monitoring equipment and maintaining the IH lab to ensure appropriate inventory of equipment and supplies and storage in an organized manner. The position will provide technical support and consultative services for personal protective equipment hazard assessment and manage the respiratory protection program, including fit testing, equipment selection, and maintenance. This position will apply knowledge and understanding of chemical safety and other
EHS principles to recommend and facilitate employee exposure monitoring and medical surveillance. This position will conduct
IAQ investigations as requested, interpret results, develop response plans, and work with University personnel to ensure issues are resolved. This position will perform and/or facilitate annual certification of all chemical fume hoods, coordinate repairs with Facilities Services, and maintain required documentation. The position will manage the University's confined space program and issue permits for authorized entries.
SPECIAL EVENT MANAGEMENT
The position will review special event requests to ensure fire and life safety requirements are satisfied including coordinating review/approval of permits for tents, open flames, pyrotechnics, inflatables, animals, etc. Special event requests are primarily generated by the Central Reservations Office with the "EH&S Considerations for Events Guide" serving as the primary reference for compliance. The position will coordinate required external approvals with Greenville Fire Rescue, NC
DOI, and other agencies.
EMERGENCY RESPONSE
Serve as effective member of in-house emergency response team by attending appropriate training (initial
HAZWOPER training and maintain 8 hr. annual refresher training). Respond immediately and appropriately to all emergencies and participate in debriefings.
TRAINING/EDUCATION
This position will design, develop, and facilitate presentation of EH&S training (face-to-face and online) for Faculty, Staff, and students in areas of program responsibility. Will maintain required training documentation and schedule/conduct training in accordance with required regulatory requirements/frequencies.
MISCELLANEOUS
Prepares reports as required by the NC Department of Labor, NC Office of State Personnel, NC Department of Environmental Quality, NC Hazard Management Branch,
UNC System Administration,
ECU Administration, and other agencies. Communicates and coordinates compliance initiatives with university departments and with local, state, and federal agencies. Maintains current with changing laws and regulations. Maintains required records/documentation on the department computer drive. Serves as a member and/or provides input for various University Safety Committees. |
Minimum Education/Experience |
Bachelor's degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or related discipline; or equivalent combination of training and experience. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions. |
