Spectra Tech has an immediate need for a Project Controls 3, Subject Matter Expert in Aiken, SC.
Job Description: * Provide guidance to management on classification requirements and compliance and on the CD process and deliverable format. * Review and provide input to specifications for engineered equipment and/or subcontracts Review and provide input to estimators on resources (labor and other-than-labor) needed to perform the scope of work. * Provide input to schedulers on sequence, durations, and logic of activities. * Provide input to management regarding risk-informed schedules to serve as the basis for establishing milestones and PBIs. * Provide input to engineers, estimators, and schedulers on constructability, maintain-ability, operability, and commissioning. * Provide input to technical writers for BOEs, BOS, and WBS data dictionary, * The Estimator Subject Matter Expert (SME) provides expert-level cost estimating and analysis for a major nuclear weapons construction project within the NNSA complex. * As a senior staff augmentation member, the SME will provide strategic guidance and hands-on support to the project team, ensuring robust, defensible, and accurate cost estimates for all project phases. This role requires an in-depth understanding of complex, construction, Department of Energy (DOE) regulations, and the unique estimating challenges of the nuclear security enterprise. Basic Job Requirements: Must be a U.S. Citizen. Must have a working knowledge of Federal (including Department of Energy Orders), State, and Local codes and standards applicable to project controls. A minimum of 20 years+ of progressively responsible experience in cost estimating and/or project controls for large, complex industrial or heavy construction projects, with significant experience in the nuclear or defense sector A Bachelor's Degree: IN Construction Management, Engineering, or a related field. Relevant and extensive experience may be considered in lieu of a degree. Expert-level knowledge of nuclear construction regulations, safety standards, and project controls practices as they apply to NNSA/DOE projects.
