Job Summary

Under the general direction, the Procurement Analyst 3, is responsible for the acquisition of goods and services, including equipment, contracting for professional services, design and construction services, business and maintenance services, consulting, and personal services for all of Environmental Services.

This position is experienced in procurement and contracts, with in-depth knowledge of the field and the ability to apply theory to practice. Independently manages the full scope of procurement and contracting responsibilities while analyzing a variety of issues to develop effective solutions.

The role involves negotiating with suppliers for lower prices and better terms, developing new supply sources to address supply base inadequacies as needed, and resolving supplier performance issues. The analyst regularly communicates with internal customers, reducing risk to the organization by ensuring departmental compliance with procurement policy and procedures. The analyst collaborates with end-users to develop specifications for RFQs, RFIs, and RFPs assists in implementing organizational or systemwide agreements, manages demand against these agreements, and makes recommendations for new supply sources, championing the use of a diverse supply base where appropriate.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Minimum three (3) years of experience with procurement, purchasing, and contracts.
  • Experience administering and monitoring contracts and purchase agreements with external vendors.
  • Experience with purchasing principles and practices.
  • Analytical skills necessary to evaluate the quality and effectiveness of multiple and complex purchasing.
  • Ability to read and interpret terms and conditions of contracts.
  • Strong level of proficiency in the use of standard spreadsheet (Excel) and word processing software (Word).
  • Strong skills in the use of ERP/financial systems (Infor Lawson, Oracle, PeopleSoft, SAP)
  • Knowledge of financial planning and expense control.
  • Strong written and communication skills to clearly and effectively interact and convey complex information with individuals of varying backgrounds and perspectives.
  • Skills to develop innovative solutions, attempt difficult or unfamiliar projects, and respond with flexibility to request for problem- solving and organizational development.
  • Strong analytical skills to comprehensively analyze and interpret policies, procedures and situations in a multifaceted way and possess strong problem-solving skills to develop innovative solutions to complex issues.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014. Valid California Driver's License. Enroll in the DMV Pull Notice Program. Must be able to travel throughout the Sacramento campus and to off-site UC Davis Health locations as needed. Incumbent must be willing and able to work variable shifts, overtime, weekends, holidays, and float to other units/areas/buildings. This position may include tasks in patient care areas where there are patients under isolation precautions. Must be able to stand for an extended period.
