RSG is seeking a dynamic leader to support and lead transportation planning & policy efforts including long-range plan updates, corridor studies, freight plans, and planning and environmental linkages (PEL) studies. [position may be remote or based from an RSG office: Burlington/White River Junction, VT | Portland, OR | Chicago, IL | Washington, DC | Denver, CO]

As a member of our team, you know how to leverage RSG's renowned forecasting, market research, and analytical skills to help inform critical planning and policy decisions at the local, regional, state, and national levels. You are an experienced planner with topical specialties in one or more planning factors (e.g. performance management, modal plans, freight, resiliency, climate issues, etc.).

You will lead the production of high-quality, meaningful plans and related documents based on good data and sound analysis (both quantitative and qualitative). You will deploy your policy savvy, stakeholder engagement facilitation skills, and quantitative analysis insights to lead teams in crafting transportation planning deliverables that will shape the future of people where they live, work, and play. You will apply your thorough understanding of evolving federal and state planning regulations to helping clients successfully navigate the planning process across all planning factors including mobility, accessibility, land use, safety, financial feasibility, performance measurement, public engagement and equity.

You will also develop and grow business for RSG in the transportation planning sector in collaboration with peers delivering high quality forecasting, analytics and data. You will develop and nurture enduring, trusted relationships with federal, state, regional, and local clients and use those relationships to identify and win opportunities for business growth. Responsibilities



  • Work closely with clients to understand their needs both pre-proposal and for project work plans.
  • Lead planning tasks for one or more transportation planning topical areas (e.g., regional long range plans, freight plans, resiliency plans) by developing and implementing planning approaches and processes, devising communications plans, doing policy research and development, and writing plan documents.
  • Commission and apply analyses using appropriate tools (e.g., Excel, GIS, R, Python, forecast models, strategic models) in support of transport planning process and to answer transport policy questions
  • Contribute to the development and implementation of business strategy in current and emerging markets.
  • Identify, position for, win and manage large-scale planning projects from public and private clients
  • Guide policy analysis in the context of long-range transportation planning for state, regional, and local jurisdictions
  • Commission a variety of data collection activities (e.g., traffic, transit, land use, safety, system performance) for analysis and visualization; and help narrate the story that these data tell.
  • Lead a variety of policy research activities (e.g., assessing applicable federal, state, and local planning regulations; synthesizing information from prior planning documents; identifying the state of best practices for planning processes and supporting analytics)
  • Lead quality control activities for planning deliverables
  • Coordinate and facilitate stakeholder engagement activities (stakeholders include clients, other RSG staff, client peers, and the general public.
  • Recruit, onboard, mentor, and train new junior staff; enhance the organizational well-being of RSG by leading team meetings, company seminars, and other events.


Qualifications

Education and Experience



  • Bachelor's degree in a field appropriate to RSG's work with a minimum of 8+ years of relevant experience or a master's degree in a field appropriate to RSG's work with 5+ years relevant experience.
  • AICP, PMP, or PE certification preferred.
