Purpose of Position:

Manage and deliver the Project Execution group's procurement requirements.

Lead & manage the project procurement activities related to the assigned projects of the Messer Project Execution Group.

Support current procurement information (pricing, delivery times etc) for the Project Execution proposals group. Negotiate and manage frame agreements (MSA) with global/regional vendors for the Americas

Coordinate and develop with Project Execution Team (Project Managers) project specific procurement plans. Manage the entire project bidding process.

Prepare and issue bid comparisons

Assist project managers in selecting appropriate vendors/contractors to meet project goals.

Ensure procurement project activities are completed in accordance with safety, quality and project schedule goals.

Develops and implements consistent request for proposals or quotes and commercial processes in alignment with Messer Guidelines.

Manage procurement reporting/communication functions for the ongoing projects to the respective project manager

Implements best practices in order to:

o Ensure reliable delivery to internal stakeholders, mainly assigned project's project manager.

o Leverage sourcing activities across multiple projects

o Identify bundle opportunities

o Improve internal business partner relationship

o Optimize supply chain within the organization

o Improve internal compliance level

Understand business strategies and overall project goals & provide appropriate support

Develop, build and maintain relationships with key suppliers to maximize suppliers added value to Messer. Own & deliver against procurement project targets.

Bring new procurement/sourcing ideas to the group to improve Messer's competitiveness.

Principal Responsibilities:

Procurement Activities

* Coordinate with resources assigned to Project Execution purchasing activities, which consists of all procurement personnel assigned to the Project i.e., buyers, expeditors, logistics, or other team members.

* Identify vendors/contractors who can deliver to project requirements/goals

* Interface with Messer's legal team contract or T&Cs redlining process with contractors. Ensure procurement early involvement on projects and proposals

* Directs key activities in the preparation and execution of procurement activities and processes as required to support project procurement goals.

Deliver targets

* Co-ordinate the identification of initiatives to deliver to budget targets and meet general project objectives

* Contribute to the delivery of project targets by supporting assigned project manager

* Ensure that procurements are completed in compliance with defined project timelines and budget (or target) requirements.

* Align Procurement business objectives with Project Execution strategies

* Understand regional business strategy and its consequences for procurement needs for projects

* Resolve any conflicts and agree priorities for the project.

* Builds relationships with senior management in Engineering, Project Management, Operations and Legal, to maximize procurement added value for projects.

Procurement Process

* Maintain and update a central list of vendors/contractors/suppliers that can meet the project execution department's needs.

* Own the entire RFQ process from bid package development and assembly, to bidding, responding to bid package RFI's and generation of a bid tab for review with the project manager.

* Assemble and distribute to vendors/contractors complete bid packages.

* Generate clear concise bid tabs incorporating pricing, schedule, scope as compared to RFQ package, quality and references.

* Perform negotiations and create contracts

* Ensure compliance to Messer procurement policies and procedures

* Monthly project procurement status reporting to respective project managers

* Standardize and automate tactical activities in alignment with Procurement Execution team To provide regular procurement progress reports as required

Supplier Relationships

* Manage interactions with key suppliers/contractors

* Evaluate key supplier performance for safety and quality Joint supplier search for improvement opportunities

* Internal Business Partner (IBP) Relationships Coordinate purchases with Project Managers

* Create, consolidate and update procurement plans to support Project Managers Communicate process changes and improve buyer-customer interface Participate in project meetings

* Prepare reports on purchases status

* Promote corporate values of the company

* Ensure code of conduct is observed in all dealings with our suppliers and business partners

* Foster team work and mutual respect.

* Ensure staff and suppliers act in accordance with all appropriate safety legislation and guidelines Comply internally and externally with Messer ethics and code of conduct guidelines

Basic Qualifications

* Minimum undergraduate degree in Business, Engineering or Supply Chain required

* Minimum of 5 years of experience in supply chain, procurement, or relevant business with progressively increasing responsibilities required with at least 2 years leading sourcing events or procurement activities for industrial plants or construction.

* Travel at least 25% of time

Preferred Qualifications

* Six Sigma or Lean Tools expertise desired

* Understand P2P process and have the experience of using various procurement technologies and tools

* Multinational experience

The salary range for this position is $98,000-$144,000. Messer provides medical, dental, vision, short term disability, life insurance and paid time off as well as other voluntary benefits, such as, long term disability in accordance with the terms and conditions of these Plans. Employees are eligible to enroll in Messer's 401(k) Plan. Employees may be eligible to participate in the company's bonus program.
