Job Overview:

We are seeking a Labor Compliance Specialist to join our team of professionals. This full time, non-exempt position performs labor compliance reporting, union reconciliation, and coordination of CIP, union, and CPR audits.

Responsibilities:

  • Prepares, submits, maintains, and administers accurate proejct certified payroll records (CPRs), utilizing designated software to ensure full compliance with California prevailing wage laws, the Federal Davis-Bacon Act, and relevant union wage agreement.
  • Performs periodic audits on projects to ensure compliance. 
  • Completes, verifies, and processes forms and documentation for fringe benefits.
  • Reviews the assigned wage determinations. 
  • Reviews and vertifies payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
  • Responds to and resolves any inquiries regarding fringe benefits, labor compliance, or audits.
  • Creates, refines, and updates standard operating producedures relative to assigned tasks.
  • Conducts labor compliance training classes for program employees and contractors.
  • Conducts monthly account reconciliations of the union lability accounts.  Prepares and submits the applications and payments to the unions.  Manages union audits, as applicable.
  • Informs, monitors, and reviews compliance documentation related to certified payroll reports of subcontractors assigned to Raymond projects.

Required Education and Experience:

  • High school diploma or equivalent.
  • At least two years of experience in labor compliance reporting, union audits, and reconciliation gained while working in the construction industry.
  • Strong proficiency in MS Excel and Word.
  • Proficiency with OCIP/CCIP, CA DIR, LCP Tracker, eMars, and related software.

Preferred Education and Experience:

  • Associate or bachelor's degree in accounting or related field.
  • Proficiency in Spectrum or Viewpoint.
  • Experience conducting labor compliance training.
