About the Role
Redhorse transforms the way government uses data and technology. To support this mission, we are seeking a Senior Subject Matter Expert (SME) to provide mission-critical support to the FBI's National Security Branch (NSB). This is a high-impact role where you will bridge the gap between complex national security policy and technical implementation. By supporting programs like FISA and National Security Letter (NSL) systems, you will ensure the FBI has the robust, compliant, and efficient tools necessary to protect the nation against counterintelligence and counterterrorism threats.

Key Responsibilities

  • System Development & Project Management:

    • Support the full lifecycle of national security system development, including project management for FISA, NSL, and NDRR systems.
    • Lead user requirements gathering, system design, complex data conversion, and deployment strategies.
    • Assist project managers in developing schedules, assigning resources, and tracking progress using Microsoft Project.


  • Policy & Documentation:

    • Analyze new or proposed national security legislation to determine impacts on FBI missions and strategic goals.
    • Produce comprehensive business and functional documentation, including user stories, acceptance criteria, use cases, and Concepts of Operations (CONOPS).
    • Develop Privacy Impact Assessments, cost-benefit analyses, and standard operating procedures (SOPs).
    • Evaluate policy and system effectiveness, providing recommendations for improvements or corrective actions.


  • Stakeholder Engagement & Strategy:

    • Develop and implement customer experience strategies, including stakeholder communication plans and feedback collection frameworks.
    • Liaise with the Department of Justice (DOJ), FBI Headquarters, and field office stakeholders to align technical capabilities with policy requirements.
    • Prepare and deliver executive-level briefings and technical reports to explain program status, requirements, and resourcing impacts.


  • Technical Support & Integration:

    • Provide expert guidance and troubleshooting for NSB's Technical Bridge applications (FISAMS, NSLs, NDRRs) via remote access or in-person support.
    • Develop best practices for NSB information technology and data integration efforts to ensure operational continuity.



Required Experience/Clearance

  • Must have Active Top Secret/SCI clearance.
  • Total Experience: 15+ years of experience working in U.S. National Security, intelligence, defense, or law enforcement communities.
  • System Expertise: 10+ years of experience using U.S. National Security systems.
  • Mission Knowledge: 8+ years of experience with U.S. Intelligence Community (IC) mission sets, FISA policy, and case management.
  • Project Leadership: 8+ years of experience leading, planning, and executing special projects of varying scope and complexity.
  • Analytical Skills: 8+ years of experience evaluating policy, data, and systems to advise on improvements.
  • Communication:10+ years of experience writing and presenting oral briefs with poise and diplomacy for all levels of staff.
  • Technical Tools: Proficiency in MS Project, Word, PowerPoint, Excel, Power BI, and SharePoint.

Desired Experience

  • Bachelor's degree in Engineering, Computer Science, Business, or a related analytical/scientific field.
  • Experience with specific FBI systems including FISAMS, Sentinel, and DIVS.
  • Knowledge of the complete Intelligence Cycle and its application within FBI national security missions.
  • Experience working in a federal-interagency environment involving collaboration on joint programs.
  • Direct experience with electronic Woods capabilities and Attorney General Exemptions.
