Administrative HR Specialist - Senior

Cherokee Nation System Solutions (CNSS) seeks a Senior Administrative Human Resources (HR) Specialist to provide comprehensive HR administration services in support of the ONR Global Human Resources Officer. The Specialist will manage personnel transitions, ensure compliance with Navy and federal HR policies, and deliver consistent administrative support to facilitate the onboarding, offboarding, and career rotations of ONR Global staff worldwide.

The Administrative HR Specialist - Senior shall accept technical tasking and prioritization from the ONR Global Personnel Officer/N1 Department Head, acting as the Technical Point of Contact (TPoC) for this position. This role requires strong organizational skills, attention to detail, and the ability to coordinate with multiple stakeholders across domestic and international locations.

Pay commensurate with experience.

Administrative HR Specialist - Senior Responsibilities Include:

  • Identify and track billets/positions reaching End of Tour (EOT) or mandatory rotation dates, including ad hoc changes, and provide written notification to ONR Global leadership 90 days prior to vacancy.

  • Execute HR administrative actions to ensure accurate and compliant personnel profiles during onboarding and offboarding processes.

  • Capture and communicate personnel transition actions across supervisors, home activity personnel, HRO staff, overseas staff, and sponsors/mentors within 24 hours of notification.

  • Draft and distribute "Welcome Aboard" letters and update onboarding materials annually to maintain accuracy and relevance.

  • Provide departing personnel and supervisors with offboarding instructions at least 2 months before departure, consolidating and filing completed paperwork.

  • Plan, coordinate, and facilitate ONR Global's annual recruitment Working Group to validate staffing requirements for the upcoming fiscal year.

  • Update USA Jobs solicitation templates with program manager input and develop potential vacancy lists based on projected staff rotations within 18 months.

Administrative HR Specialist - Senior Experience, Education, Skills, Abilities requested:

  • Bachelor's Degree from an accredited college or university and 10+ years of experience in U.S. Government Human Resource Management or 20+ years of experience in U.S. Government Human Resource Management.
  • Demonstrated HR proficiency in U.S. Government personnel administration, including:
    • Managing customer requirements across a broad range of HR tasks.
    • Supporting personnel recruiting and selection.
    • Coordinating onboarding logistics for newly reported personnel.
    • Preparing briefings and planning conferences/meetings (including VTC arrangements).
    • Supporting resolution of administrative, logistical, and financial HR issues.

Desired Qualifications

  • Working knowledge of the Naval Research & Development Establishment (NR&DE).
  • Experience in U.S. Navy-specific Human Resource Management
