Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $97,200 to $139,600/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $97,200 to $182,000/year.

Brief Summary of Job Duties:

Under the direction of the Business Systems Analyst Manager 1, the Business Systems Analyst 4 serves as a technical leader and subject matter expert in the areas of Oracle Financial Cloud (OFC) Procure to Pay, OFC Tax, and Jaggaer procurement systems. This position applies advanced business process, systems analysis, and solution design expertise to resolve highly complex issues with significant operational and financial impact across the University. The incumbent is recognized as a campus expert in these areas, providing strategic guidance, developing innovative solutions, and ensuring seamless integration between systems, including the complex interfaces between Jaggaer procurement and OFC. The BSA 4 leads analysis and design for system enhancements, process improvements, and data integrations, working at the highest technical level of all phases of systems analysis. Responsibilities include initiating and overseeing process and policy changes, creating detailed technical specifications, leading integration and acceptance testing, and ensuring alignment of systems capabilities with institutional objectives. The position engages with cross-functional teams, external vendors, and UC system-wide working groups to identify and implement best practices, maintain compliance with federal, state, and UC policies, and advance system performance. As a key member of the BFS Systems Support Services team, the incumbent provides high-level user support, develops and delivers specialized training, and mentors other analysts. This role requires the ability to operate with a high degree of autonomy, make decisions that have campus-wide impact, and lead initiatives that support UCSB's long-term financial system strategy and operational excellence. #LI-KA1

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training
  • 4-6 years Progressively responsible experience in business systems analysis, process improvement, or financial systems administration, preferably in a higher education or similarly complex organizational environment.
  • 4-6 years Demonstrated experience serving as a functional lead for enterprise financial systems, including module ownership from requirements gathering through implementation and stabilization.
  • 4-6 years Hands-on experience managing and troubleshooting complex integrations between multiple enterprise systems, including procurement, accounting, and project costing systems.
  • 4-6 years Experience leading cross-functional teams to analyze, design, and implement process and technology solutions for complex business needs.
  • 4-6 years Experience working with compliance requirements related to tax reporting, extramural funds accounting, and federal/state reporting in a large organization.
  • 4-6 years Proven ability to develop and execute test plans, conduct acceptance testing, and oversee defect resolution in large-scale system implementations.
  • 4-6 years Demonstrated success managing stakeholder relationships across multiple departments and organizational levels to achieve consensus on complex system and process changes.

Preferred Qualifications:

  • 1-3 years Proven track record with Oracle Financial Cloud (OFC) or comparable ERP systems, specifically with Invoice to Cash and Tax modules.
  • 1-3 years Significant experience configuring, testing, and deploying changes in procurement platforms such as Jaggaer or similar SaaS procurement solutions.

Job Functions and Percentages of Time:

  • 40% OFC Procure to Pay and Tax Lead - Serves as the campus subject matter expert for OFC Procure to Pay and Tax modules, providing strategic direction, configuration oversight, and functional support. Designs and implements system configurations to support efficient billing, collections, revenue recognition, and tax processing in compliance with applicable regulations and UC policy. Leads system testing, integration validation, and acceptance processes for new releases, upgrades, and patches affecting Procure to Pay and Tax modules. Develops and maintains operational dashboards, reports, and analytics to support decision-making and ensure financial integrity. Coordinates with campus departments, central offices, and external stakeholders to resolve complex financial system issues, ensuring business continuity.
  • 40% Jaggaer Lead - Serves as the campus lead for the Jaggaer procurement system and UCSB representative to UC eProcurement Center of Excellence, managing the functional and integration aspects with OFC Procure to Pay, Leases, and Project Costing modules. Applies advanced business process and analysis concepts and organizational objectives to resolve highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Oversees and troubleshoots the complex integrations between Jaggaer Procurement and OFC Procure to Pay, including Leases and Project Costing, ensuring accuracy, efficiency, and compliance. May lead cross-functional teams to solve complex business or systems issues, functioning as part of the campus procurement center of excellence. Acts as the functional lead for enhancements, upgrades, and configuration changes within Jaggaer, including system testing, integration validation, and acceptance processes. Partners with Procurement Services, Accounts Payable, and IT to develop solutions that improve procurement efficiency, compliance, and reporting capabilities. Provides expert-level guidance on Jaggaer's role within the overall financial systems architecture, including its integration with extramural funds, project costing, and asset management processes.
  • 20% Business Systems Analysis and Process Improvement - Applies advanced business analysis concepts to identify, evaluate, and define highly complex system scope and objectives for financial operations, with emphasis on optimizing functionality, streamlining processes, and reducing risk. Performs in-depth analysis of business and user needs, documents requirements, and translates them into precise system and process specifications. Designs or modifies complex systems and workflows where standardized procedures may not exist, selecting methods and evaluation criteria that ensure effective outcomes. Leads process re-engineering initiatives to improve financial transaction accuracy, reduce processing times, and enhance compliance with University, state, and federal requirements. Prepares, approves, and maintains detailed business process documentation, ensuring alignment with policy and procedural standards. Collaborates with cross-functional teams, including technical staff, functional leads, and departmental stakeholders, to resolve system issues, assess change impacts, and deliver robust solutions. Mentors junior and mid-level analysts, providing technical guidance and support in complex system analysis and testing.
