About the Opportunity The Payroll Analyst for the Shared Services Center is a professional position personally responsible for initiating and/or monitoring the multiple processes required to successfully complete a payroll cycle for multiple Universities within the UNC System. The Payroll Analyst completes all core payroll processing tasks in an accurate and timely manner, including paying third party providers, handling payroll tax processing, and performing account reconciliations. The Payroll Analyst provides guidance and support to campus HR/Finance/Payroll staff regarding improvement of their processes and their ability to provide accurate and timely inputs to transaction processing. The Payroll Analyst communicates across SSC payroll and campus teams to meet deadlines and resolve issues and must stay current on all applicable payroll rules, regulations, and tools. The Payroll Analyst will periodically review existing systems to assess the possibility of streamlining processes and procedures and analyze proposed system changes to provide necessary feedback to technical staff for both required changes and enhancements. The Payroll Analyst will also test the system and process changes to ensure accuracy of all payroll-related calculations. This position is a remote work arrangement with occasional travel required to the UNC System Office located in Raleigh, NC. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press. About the Team The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities. Minimum Education, Experience, and Skills Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in accounting; or Associate's degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Education, Experience, and Skills 5+ years of related payroll experience including thorough knowledge of payroll processes and related accounting concepts. Experience in Banner Payroll processing and interfaces with third-party providers, as well as federal and state agencies Experience in state agencies or university payroll processes, and experience with shared services or centralized payroll processing environments preferred. Experience with multi-state payroll processing. Knowledge identifying non-resident aliens (NRA) and providing guidance on U.S. tax and immigration rules for payments to foreign workers. Solid understanding of the layers of rules surrounding tax and immigration issues. Experience with SprintTax, an International Tax Navigator software providing a comprehensive solution for non-resident aliens. Knowledge of federal and multi-state payroll laws, and general legal requirements for tax registration, reporting, and special pay requirements Proficiency with all Microsoft Office Application software. Advanced skills in Excel, including V-lookups and creating pivot tables. Utilize emerging technology and best practice to increase efficiency and quality of service delivery. Strong systems/process experience with demonstrated analytical thinking, attention to detail, organization, and problem-solving. Certified Payroll Professional is preferred.
