Description
The Respiratory Care Services Manager will be responsible for the coordination, monitoring, and development of Respiratory Care Staff as well as oversight of key department functions including research, education, equipment evaluation, care guidelines, quality improvement and clinical practice of respiratory care staff, maintain oversight of department finances, supply chain, productivity measurement, quality, and regulatory compliance. This position works closely with the Respiratory Care Staff and leadership team to provide expertise in all areas of Respiratory Care. Additionally, the Manager will participate in the planning and implementation of department initiatives and goals, evaluate and implement evidence-based practices, lead councils and provide oversight of financial and patient outcomes.
Qualifications
Minimum Education Graduate of an accredited program for respiratory care (Required) Bachelor's Degree Bachelor's Degree (Required) Or equivalent years of experience Master's Degree Master's Degree. (Preferred)
Minimum Work Experience 5 years Post graduate experience in clinical aspects of respiratory care, including critical care. (Required) 3 years Supervisory/management experience. (Required) Neonatal/pediatric acute care experience (Preferred)
Required Skills/Knowledge Demonstration of proficient skills for ventilator management required. Clinical evaluation skills required. Strong communication skills required. Ability to handle stressful situation, and good time management skills required. Participation in activities, which further professional growth for self and the departments, is preferred.
Required Licenses and Certifications Current DC RT license or DC license eligible. (Required) And Registered Respiratory Therapist Registered (R.R.T) by the National Board for Respiratory Care (NBRC). (Required) PALS certification required. (Required) NRP/ACLS/NPS certification preferred. (Preferred) Active member of the AARC, and AARC state affiliation preferred. (Preferred)
Job Functions Essential job duties:
- Promotes and incorporates the "RELATE" (Reassure, Explain, Listen, Answer, Take Action, Express Appreciation) principles in all aspects of work and cultivates and supports a Family/Patient-Centered Care approach throughout the organization.
- Represents Respiratory Therapy in relationships with the community, local, state, and federal governments, as well as private and public constituencies. Represents and collect information on a variety of internal and external committees and settings. (e.g. DC public schools)
- Researches and collects information on a variety of related issues including charge structures, current trends of therapy, and policies, procedures and practices used in other institutions.
- Coordinates lab activities and collaborates with Children's Hospital on the oversight and analysis of data for point of care testing.
- Effectively supervises all assigned staff in performance of their daily work and ensures overall timeliness and accuracy of department functions.
- Effectively facilitates the orientation/training/cross training of employees to meet individuals and departmental needs. Responsible for development of orientation programs, and in service education programs for all areas of the department and other Hospital departments that interface with the department. Provides input and guidance regarding program content, education needs, and requirements as necessary.
- Conducts regular meetings with staff. Ensures that staff expectations are consistent with the goals of the company and the system. Builds relationships with staff and works towards creating a service culture.
- Solicits ideas/suggestions from staff and shares information regarding departmental and hospital activities.
- Initiates, authorizes and/or recommends or delegates authority as appropriate for salary changes, promotions, transfers, discipline, termination, vacation schedules, leave absence, performance appraisals and other personnel action in coordination with HR and in accordance with established hospital policy.
- Discusses and effectively resolves employee relations issues, including grievances as appropriate, according to established procedure. Regularly meets with other departments to resolve issues.
- Delegates responsibilities as appropriate. Designates the appropriate individuals(s) to fulfill duties in case of absence and informs designee(s) of responsibilities.
- Develops, secures approval of and administers a budget, (including a capital budget) , that provides for the attainment of agreed upon goals and objectives in accordance with approved plans, and providing efficient and cost effective utilization of resources.
- Effectively oversees and monitors staff and department productivity through appropriate statistical tools in consultation with the appropriate management staff and other appropriate individuals. Direct the preparation of departmental records as well as special and recurring reports.
- Actively participates with HSC Health Care System senior management team in organizational strategic planning, developing of partnerships, contracts and affiliation and with other members in leadership to create their own departmental strategic plans.
- Anticipates the ways that changes in department may affect other departments. Involves potentially affected stakeholders throughout the HSC Health Care System in the planning of new initiatives. Involves external stakeholders in planning for new initiatives as appropriate.
- Ensures staff and department compliance with organization, local, state, and federal laws, regulations and standards, including those governing professional practice. Assumes responsibility for meeting requirements specified by TJC/DOH/CLIA and other relevant regulatory agencies and organizations.
- Creates special and/or recurring financial/accounting/billing/staffing/reports as needed/requested for area of responsibility.
- Department and all staff/students/volunteers are compliant with all relevant laws and requirements of regulatory and accreditation agencies and contractual arrangements (e.g. grants).
- Effectively oversees preparations for surveys, administrative review and/or peer reviews and maintain standards and procedures, which comply with licensure and accreditation requirements. Take corrective action required as a result of survey/review findings.
- Develops and implements, assesses and improves an effective performance improvement programs in collaboration with supervisor. Base PI plan decisions on trends and needs, and seeks staff input. Annually reviews the PI plan and produces an evaluation/performance improvement report. May present to the performance improvement committee of the board when requested.
- Evaluates point of care testing program at HSC Pediatric Center. Maintains quality indicators for all licensing/regulatory bodies as it relates to point of care testing.
- Prepares and reports the departmental dashboard to their supervisor.
- Maintains a number of rotating and permanent committee memberships, and actively participates in the development of a wide variety of policies and procedures.
- Effectively implements appropriate goals and tactics to the staff level for current fiscal year in area of responsibility.
- Maintains current understanding and knowledge of management and leadership techniques and skills. Attends meetings, presentations, conferences and reads related literature necessary to fulfill these responsibilities.
- Demonstrates competency at all levels in providing care to all patient populations served based on age, sex, cultural, weight and demonstrated needs. For non-clinical areas, has attended training and demonstrates usage of age specific customer service skills.
