Purpose/Summary:

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS- 4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base - Yokohama North Dock (WEB-YND) in Yokohama, Japan, to support Military and Humanitarian actions worldwide.

The Production Control/Quality Control Analyst will be responsible to the General Manager for the execution of work site services scheduling via monthly calendars and spreadsheets as well as supporting maintenance documentation operations at Yokohama North Dock.

The Production Control Production Control/Quality Control Analyst will be responsible for daily Global Combat Support System - Army (GCSS-Army) data input and scheduling management as directed by the General Manager for maintenance and services of US Army Watercraft and Modular Causeway Systems (MCS) located at WEB- YND, Yokohama, Japan. Watercraft to be maintained include Army Small Tugs, Landing Craft Utility and Modular Causeway Systems and all BII/COEI Subsystems allocated for each craft or MCS system. The Analyst will be responsible to develop weekly production packets as directed, assist the maintenance personnel in managing the Global Combat Support System - Army (GCSS-Army) database notifications and Work Orders listed for each watercraft on site, assist with management of the production requirements on a weekly schedule and perform development of Over and Above Service Packets for external vendor maintenance support.

The Production Control/Quality Control Analyst will be responsible to assist the Quality Control Supervisor in execution of inspection and quality control of all work performed in support of maintenance of U.S. Army Watercraft and Modular Causeway Systems located at Yokohama, Japan. The Production Control/Quality Control Analyst will be responsible to assist the QC Supervisor with inspections and independent evaluations on COSIS operations as required ensuring compliance with the COSIS contract and Army regulatory standards. This individual will assist with coordination of Quality Assurance (QA) reviews by WEB-YND government staff of maintenance actions and COSIS requirements. The Production Control/Quality Control Analyst will assist with the requirements to build and manage the process and procedural flow diagrams ensuring proper execution of COSIS Tasks and Maintenance Requirements.

Key Responsibilities:

  • Prepare and track work order packets for processing and analysis meeting Government requirements, Army Regulations, and COSIS requirements
  • Compile and maintain accountable records, both automated and manual
  • Supervise local labor/subcontractors performing maintenance repairs and pier operations daily and as directed by the General Manager
  • Process follow-ups or modifications on work order documents in coordination with the Maintenance Supervisor
  • Input data into and receive data from GCSS-Army in meeting requirements for the scheduling and oversite of services and maintenance of assigned craft
  • Execute the scheduling and adjust all COSIS watercraft service requirements in coordination with the General Manager and Maintenance Supervisor
  • Responsible for processing Request for Quotes (RFQ) to local and stateside vendors for Maintenance Services in support of Over and Above (O&A) maintenance requirements
  • Responsible for developing all Monthly, Quarterly and Annual Service Packets per vessel checks and services timelines and present to government personnel for processing
  • Responsible for finalizing all service packets in coordination with the Quality Control Supervisor and Maintenance Supervisor meeting PWS and Army Regulatory requirements for services and maintenance of Army Watercraft and MCS Systems
  • Responsible to develop and issue Purchase Orders (PO) within the assigned Netsuite System to local and stateside vendors for Maintenance Services in support of Over and Above Maintenance requirements
  • Responsible for tracking and submission of POs to U.S. Marine Management, LLC Headquarters for Auditing Support Requirements
  • Performs other position related duties as specified by the General Manager and the Maintenance Supervisor in the absence of the General Manager
  • Performs Quality Control support and execution as directed and required per this job description and per the General Managers directives
  • Will assist and support the Maintenance and Safety Inspections for Self-Contained Breathing Apparatus (SCBA) Compressors and Air-Paks and Cylinders
  • Will execute and support filling of SCBA Cylinders as requested in support of USMMI COSIS Operational Requirements
  • Will assist the QC Supervisor with execution of QC Reviews, Logbook entries per system and craft, attending Government Quality Assurance Checks as necessary, monitoring of all Safety, security and environmental compliance at WEB-YND for COSIS Operations
  • Will support and execute requirements to execute onsite training as outlined by the Environmental, Safety and Occupational Health Supervisor
  • Will perform additional duties as directed by the COSIS General Manager
  • Will follow all Company and General Manager Directives in performance of Contract Requirements, and execute adherence to, without exception

Position Specifications:

Education and Experience

  • Candidate must have been at a minimum an Army/Navy NCO or USCG Merchant Mariner with 5 to 10 years of Watercraft Operations/Ship Repair experience

Technical Skills and Competencies Required

  • Good working knowledge of MS Office products (Word, Excel, Power Point, Outlook) and the ability to quickly grasp and work with new systems
  • Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
  • Ability to prepare correspondence and reports
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions
  • Supports commitment to safety and other selected company standards and certifications

  • Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Security Service (DSS).

Physical Demands & Work Environment:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Typically, the employee will be required to split time between a general office setting and working on board U.S. Army Class A, B and C watercraft and Modular Causeway Systems, performing sea trials, dock trials and vessel equipment maintenance and operational checks. Vessel climates change with the seasons and the employee may be in varying temperatures requiring various protective clothing. Employee may be required to work outside on vessels performing checks and services, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal - with short breaks or lunch period. However, there may be some bending/stooping, reaching above shoulder level, walking; standing; carrying of light items such as parts, test equipment, papers, books or packages of up to 25 pounds. Should be able to hear & speak clearly using phone / headset to communicate with customers; be able to navigate, view & enter information on the computer
