SUMMARY: WR has an opportunity for a Program Manager, Senior responsible for the coordinated management of interdependent and related projects, as well as for supporting ongoing operations directed toward a common objective, including achieving a set of business-related goals.



Position responsibilities will include, but are not limited to the following:



  • Work with Project Managers to monitor cost, schedule, and technical performance of component projects and operations, ensuring the overall success of the program.
  • Determine and coordinate the sharing of resources across projects and manage external stakeholders, including customers and subcontractors.
  • Coordinate the preparation of proposals, plans, specifications, and contract financial terms.
  • Maintain current revenue objectives while contributing to organic growth.
  • Assist Business Development in creating contract pricing models and supporting new business efforts.
  • Drive organic growth by leveraging existing business and relationships.
  • Serve as a key customer interface, providing updates, clarifying requirements, and gathering feedback.
  • Oversee performance management and development of direct reports.
  • Develop and manage various program plans such as Communication, Risk, Interface, Change, Transition, Resource, Procurement, Quality, and Contract Management Plans.
  • Track and manage assigned projects to meet cost, schedule, risk, and technical objectives.
  • Ensure adherence to WR's Quality Management System and project management processes.
  • Identify and resolve program-related issues across the organization.
  • Negotiate technical and cost-related aspects of contracts and modifications.
  • Foster strong relationships with customers, internal teams, and stakeholders to ensure project success.
  • Identify, pursue, and win new business opportunities.
  • Provide strategic thought leadership to evolve WR's capabilities and solutions.
  • Manage strategic partner relationships and collaborate on joint opportunities.
  • Serve as the Capture Manager, working closely with Business Development and Proposal Teams to define strategy, allocate resources, and drive technical direction.



Candidates must possess the following knowledge, skills, and experience:



  • Bachelor's degree in Business Administration, Engineering, or related field.

    • Additional experience may be considered in lieu of a degree, depending on contractual requirements.


  • Eight (8)+ years of program or senior-level project management experience.
  • Eight (8)+ years of experience managing a team or business segment.
  • Specialized experience in the following areas:

    • Supporting Department of the Navy and/or other DoD programs.
    • Developing cost estimates for Level of Effort (LOE), scope of work, and associated requirements.
    • Managing multiple Technical Instructions (TIs), Performance Work Statements (PWS), and Task Orders (TOs).
    • Leading skilled teams across professional, technical, and support functions.


  • Proficiency in program/project management tools, processes, and methodologies.
  • Strong knowledge of FAR, DFAR, and DoD procurement policies.
  • Deep understanding of cross-functional organizational operations, including scheduling, procurement, BD, and quality.
  • Experience in policy formulation, strategic planning, and implementation.
  • Proven ability in capture management, proposal writing, and bid preparation.
  • Demonstrated success in new business development and driving organic growth.
  • Strong understanding of customer requirements and long-term planning.



Preferred Qualifications:



  • Completion of an accredited Program Management course or PgMP certification.
  • PMP certification or completion of an accredited Project Management course.
