Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The hourly range the University expects to pay for this position is $29.03.

This position is approved for a hybrid work modality. The current "in-office" expectation is 2 - 3 days per week.

About the Job

Under the supervision of the Central CA SBDC Assistant Regional Director, Administrative Officer 2 provides accounting, analytical, and program support to the Central CA SBDC Lead Center. This position is responsible for processing, servicing, and monitoring various financial transactions and services for the SBDC of moderate scope and complexity, including quarterly grant GL reconciliation, procurement, travel/entertainment, accounting, data collection, processing, limited analysis, and reporting.

The incumbent is responsible for purchasing, general financial processing, support activities, and monitoring and reconciling account ledgers for the SBDC Lead Center and the UC Merced SBDC Service Center. This position also directly supports programming, which includes retrieval and analysis of data from the Neoserra CRM system and occasional development of marketing collateral, including videography. The Administrative Officer 2 will apply knowledge of University policies and procedures to ensure compliance and take appropriate action based on established procedures. Interfacing with various departments, vendors, and campus constituents is essential to this position. Understands federal and state grants relevant to small businesses and key issues relevant to small businesses in the Central Valley.

Key Responsibilities:

  1. Provide monthly budget reports for all program areas. Review ledgers regularly to ensure posting of expenditures and revenue to correct accounts.

  2. Utilize project and source codes based on the department budget to allow proper tracking and categorization of expenditures.

  3. Identify and request necessary corrections to financial transactions within departmental accounts/funds as needed.

  4. Reconcile Ledger reports and provide expenditure summaries to RD monthly.

  5. Assist RD in preparing quarterly Invoices and support documentation for quarterly reporting to funders.

  6. Assist RD prepare year-end fiscal closing activities for department and various grants/funds

  7. Work with Regional Director to develop, monitor and reconcile short and long-range budget models, forecasts and "Budget vs. Actual" expenditure reports.

  8. Apply financial services concepts (i.e., accounting, accounts receivable, accounts payable, purchasing, collections, and billing) to resolve issues and prepare business process procedures and policy recommendations. Monitors all Purchasing, Accounts Payable,

  9. Entertainment, and Travel Accounting for grant compliance, reporting any issues to RD.

  10. Responsible for preparing and submitting purchasing requisitions, complex travel and entertainment reimbursements, and supply orders for the SBDC department.

  11. Ensure departmental compliance with applicable UC policies and procedures and federal and State grant fiscal requirements.

  12. Coordinates signature, routing, copies, and filing of all department expenditures.

  13. Record and track all Director-approved orders from initial order through invoice payment.

  14. Follow up on any problems related to orders, invoicing, and/or reimbursements.

  15. Timely submission of all reimbursements and invoices.

  16. Acquire necessary documentation from various vendors as needed.

  17. Provide vendors with needed information regarding payments as required.

  18. Other duties assigned likely to include travel to client sites for videography; data retrieval and analysis from Neoserra.

Qualifications

  • Bachelor's degree from an accredited university in Business Administration, Finance; and/or equivalent experience; and

  • 1 year of directly related, progressively responsible experience in a Financial Services job function, or an equivalent combination of education, training, and experience but in all cases no less than three months' on-the-job experience or training (required).

  • Experience with federal and state grant reporting; and

  • Experience generating and analyzing data using the CRM Neoserra; and

  • Experience with ORACLE and Concur (preferred)Thorough knowledge in administrative procedures and processes including word processing, spreadsheet and database applications.

  • Requires good verbal and written communication skills, active listening, critical thinking, multi-task and time management skills.

  • Requires interpersonal and work leadership skills to provide guidance to other nonexempt staff.

  • Working knowledge of financial processes, policies and procedures.

  • Strong knowledge of financial data management and reporting systems.

  • Proficiency in the use of spreadsheet and database software.

  • Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multitask in a high-volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision making.

  • Ability to function effectively as a member of a team.

  • Ability to adapt to changing priorities.

  • Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Skills to provide coaching and mentoring to support staff.
