In order to be considered for this position, the candidate must be serving permanently in the title of Transportation Specialist or must have taken, passed, and be reachable on the Open Competitive Transportation Specialist Exam #3027 or be eligible under the 55a program.

The New York City Division of Traffic Operations is seeking an experienced candidate to serve as a Transportation Specialist Level 1 in the Signals, Timing, and Intersection Control Unit. The candidate will be involved in supporting the daily planning, coordination, and execution of the signals and signal timing studies, and potentially other transportation-related initiatives within the Division as the need arises, and the execution of the Accessible Pedestrian Signals (APS) program. The successful candidate will serve as a liaison with the various traffic signal timing priority projects related to Vision Zero, including the 25 MPH Signal Retiming Project, and implement the Leading Pedestrian Intervals (LPIs). Conduct studies and analyze the feasibility of installing left turn signals and LPIs at high-crash and significant turning conflict locations. Conduct field investigations and implement timing changes to enhance operational efficiency and safety for both vehicular and pedestrian traffic; analyze proposed traffic studies, microscopic traffic simulation programs (i.e., Synchro, Thru-Link), and perform traffic impact analysis to increase the capacity of arterial street networks. Study the operational impact of implementing dedicated bus and bike lanes along heavily trafficked corridors and recommend the appropriate signal timing treatments. Analyze, design, and modify signal timings for new traffic signals as well as various in-house traffic safety-focused projects. Perform traffic work of moderate difficulty in such specialized fields as traffic signal controls, signal timing, signal design, signal construction, and maintenance. Perform various field surveys in all five boroughs.

Some assignments may require a driver's license. Preference will be given to candidates who possess a driver's license valid in the state of New York. This license must be maintained throughout the duration of the appointment in this position.

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Preferred Skills

-Demonstrates technical proficiency in using MS Word, PowerPoint, Excel, Synchro Studio, HCM 200 and Thru-Traffic.
-Detailed-oriented, highly organized, and self-motivated
-Possess strong analytical, organizational, communication, and writing skills
