Position Summary

The Export Controls Senior Specialist will support CNH Industrial's North America Trade Compliance team by ensuring compliance with U.S. and international export control laws and regulations. This role will focus on the classification, licensing, screening, and monitoring of exports, re-exports, deemed exports, and technology transfers, with particular emphasis on the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). The specialist will also evaluate and manage risks associated with emerging technologies, including those subject to evolving U.S. national security controls. The role requires cross-functional collaboration to ensure adherence to sanctions programs, technology control requirements, and CNH Industrial's global trade compliance policies.

Key Responsibilities

  • Perform export control classifications for parts, equipment, software, technical data, and emerging technologies (ECCN/USML).
  • Manage and support ITAR compliance, including defense articles, technical data, defense services, and deemed exports (release of controlled technology or technical data to foreign nationals in the U.S.).
  • Assess the applicability of export restrictions on emerging technologies such as advanced electronics, AI/ML, cybersecurity, and autonomous systems.
  • Prepare, submit, and track export license applications, Technical Assistance Agreements (TAAs), and Commodity Jurisdiction (CJ) requests with DDTC and BIS.
  • Conduct restricted party and embargoed country screenings; escalate and resolve potential matches.
  • Develop and maintain export control procedures and Technology Control Plans (TCPs) to safeguard ITAR-controlled technical data and manage deemed export risks.
  • Provide training and guidance to engineering, supply chain, procurement, and business units on ITAR/EAR requirements, including deemed exports and emerging technology controls.
  • Support internal audits, voluntary disclosures, investigations, and corrective actions related to EAR, ITAR, and OFAC compliance.
  • Monitor, analyze, and communicate regulatory changes impacting CNH Industrial's products, technology, and operations, with a focus on emerging and evolving export control rules.
  • Ensure accurate recordkeeping and documentation in accordance with ITAR, EAR, OFAC, and CNH retention requirements.
  • Collaborate with CNH Industrial global trade compliance teams to align export control strategy and best practices.Experience with Robot Framework or similar test automation frameworks.

Qualifications

Required:



  • Bachelor's degree in International Business, Supply Chain, Engineering, Law, or related field.
  • 3+ years of direct experience in U.S. export controls, including ITAR, EAR, and deemed exports.
  • Strong understanding of DDTC and BIS licensing processes and requirements.
  • Experience developing and administering Technology Control Plans (TCPs) and deemed export compliance programs.
  • Awareness of current U.S. policies on emerging and foundational technologies subject to export controls.
  • Excellent organizational and communication skills with attention to detail.



Preferred:



  • Certified U.S. Export Compliance Officer (CUSECO/CUSEXP).
  • Experience with manufacturing, aerospace, defense, or high-technology industries.
  • Familiarity with export compliance software (e.g., ONESOURCE, MIC, SAP GTS).
  • Prior experience in preparing and managing ITAR agreements, license submissions, and deemed export reviews.

  • Adapts communication style to influence stakeholders on complex regulatory issues; may lead projects or initiatives.

Pay Transparency

The annual salary for this role is $84,375 - $123,750 plus any applicable bonus (Actual salaries will vary and will be based on various factors, such as skill, experience and qualification for the role.)
