Job Summary
The Wholesale Operations Administrator – NCEMPA is responsible for the administration and delivery of accurate wholesale power billing statements to NCEMPA’s 32 Duke Energy-Progress (DEP) and Dominion Energy (DOM) Transmission Members and provide excellent customer service to all ElectriCities’ Members and staff.
Primary Responsibilities
- Responsible for the accuracy and review of NCEMPA Members’ billing determinants; load-side generation; peak-shaving generation; distributed generation; and solar generation meter data; and all other charges/(credits).
- Responsible for the processing and delivery of clear and accurate Wholesale Power Billing Statements for NCEMPA Members by contractual deadline each month; analyze and resolve billing questions and/or metering issues to provide excellent and timely customer service and support.
- Responsible for direction of the Dominion Energy (DOM) telemetry system operations and maintenance by Duke Energy-Progress (DEP), resolution of telemetry system data and communication and/or metering issues in conjunction with the System Operations Power Delivery Engineer. Develop bi-annual telemetry loss factors and review inputs by DEP for system calculations.
- Responsible for operation of remote meter interrogation system (MV‑90xi); installation & programming support; and the meter configurations & interrogation protocols for the retrieval of delivery/meter point, load-side generation, peak-shaving generation, distributed generation & solar generation meter data. Identify, document, and facilitate resolution of software, hardware and/or communication issues as required. Maintain integrity of collected metering data, estimating, as necessary.
- Responsible for uploading SEPA and solar data into the North Carolina Renewable Energy Tracking System (NC-RETS) as the Qualified Reporting Entity (QRE) for SEPA and Renewable Generators for Operations-NCEMPA.
- Responsible for the administration, operation, and maintenance of the NCEMPA Engineering Data Base (EDB), Eastern Generation (Eastern GEN), Participant Billing System (PBS), Historical Data Base (HDB), Report Extract System and EC Docs System uploads, as well as analysis, development, recommendations, and implementation of enhancements and/or upgrades to improve efficiency of NCEMPA Operations and services. Review and provide data for annual reports, annual audit, and governmental compliance reports.
- Responsible for providing to internal staff, consultants and external vendors monthly meter point, generation and solar data, reports and graphs documenting average wholesale cost calculations, load factor data, load management savings data, load forecast data and other related budget to actual comparisons to assist in the determination of wholesale rate levels.
- Responsible for providing accurate NCEMPA system data for the Operations staff, NCEMPA Members and consultants contributing to APPA, ElectriCities, NCEMPA, Electric Utilities, Public Electric Utilities, etc. reporting, submitted annually or as required.
- Responsible for maintaining documentation for all systems, operations & procedures, and data requests.
- Provide support and expertise of analytical skills utilizing industry knowledge for ad hoc or critical analysis including large and complex datasets.
- Cross-train staff on assigned tasks and cross-trained to serve as back-up resources to perform Eastern Agency monthly wholesale billing processes.
- Assist in the Annual EIA-861 Project in the review and submission of Power Agency Members’, Non-Power Agency members’ and Power Agencies’ Federal EIA-861 Reports by deadline each year.
- Actively participate in and support the development and implementation of the Operations Division Business Plan serving to support the ElectriCities’ Purpose and Strategic Initiatives.
- Foster an environment emphasizing excellent customer service and teamwork to effectively coordinate services, programs and information benefiting all ElectriCities’ stakeholders.
- Maintain a positive professional working relationship with investor-owned utilities and the participants.
- Perform other related duties as assigned by the Manager, Settlements, in accordance with the Purpose and Strategic Initiatives of ElectriCities and the Power Agencies.

The Wholesale Operations Administrator-NCEMPA works under the general supervision and guidance of the Manager, Rates & Settlements, who reviews the employee’s work performance under ElectriCities’ guidelines in terms of overall effectiveness and provides professional guidance as needed. The Manager, Settlements approves all requests for vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.
Physical Requirements
The Wholesale Operations Administrator-NCEMPA must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment. Occasional travel within the state of North Carolina and periodic travel within the U.S. for training and development purposes are required.
Qualifications
- A Bachelor of Arts or Bachelor of Science degree in a business-related field or five years of progressively responsible experience in utility billing or equivalent combination of experience and education.
- Experience with remote metering translation software – MV90-XI or AMI systems. Understand how electric meter interval data is compiled to calculate monthly energy and demand values displayed on billing statements.
- Proficient in Microsoft Office products – Excel, Word and Power Point.
- SAS experience and working knowledge of data processing and energy industry is preferred. Understanding database tables and the ability to write queries, combine/join datasets is a plus.
- Experience with PowerBI (or similar business analytics platform) and advanced Excel functions preferred.
- Excellent analytical and communication skills.
- Strong attention to detail as well as solid problem-solving skills.
- The employee must be willing to accept responsibility and be capable of working under time constraints on their own initiative with general guidance.
