Summary: The Project Manager will lead and oversee the execution of infrastructure and platform support services for the Indian Health Service's Resource and Patient Management System (RPMS). This role is responsible for managing all aspects of project delivery, including planning, coordination, performance monitoring, and stakeholder engagement. The Project Manager ensures that technical teams meet contractual requirements, deliver high-quality solutions, and support the modernization and sustainability of RPMS infrastructure across IHS facilities. The ideal candidate will have experience in federal health IT programs, strong leadership skills, and a deep understanding of enterprise systems and healthcare technology platforms.
Responsibilities
Essential Job Functions:
- Provides program and project management leadership and services in support of the goal and objectives.
- Oversees and manages compliance activities of program and project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance.
- Responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the federal task lead.
- Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff.
- Responsible for managing one or more projects and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations, instructions, and procedures.
- Direct supervision of IT software development, integration, operations, and maintenance projects.
- Led projects that involved the successful management of teams composed of data processing and other information management professionals who were involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information or telecommunications systems.
- Organizes, directs, and coordinates the planning and production of all contract support activities.
Qualifications
Necessary Skills and Knowledge:
- In-depth knowledge of and experience with IT project management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).
- Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
- Proficient in reviewing IT strategies, infrastructure designs, and project deliverables to maintain a standard of consistency and quality throughout a project's life cycle.
- Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.
- Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2022, and FISMA.
- Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.
- Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
- Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external.
- Other experience includes day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.
- Excellent verbal and written communication skill and leadership skills.
- Knowledge and experience utilizing tools / methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.).
Minimum Qualifications:
- A Bachelor's degree (BS/BA) or higher, or certification
- Project management professional (PMP) certification required
- Must have at least ten years of experience in project management
- Hands-on technical experience providing program management services and support to public sector organizations.
- Ability to pass a National Agency Check with Inquiry and Credit (NACIC) background investigation
