Job Title: Principal IT Program Manager

Position Overview

  • We are seeking an exceptionally experienced Principal IT Program Manager to lead complex, enterprise-scale technology programs that deliver transformational business value.
  • This role requires a seasoned executive-level professional with 15-20+ years of progressive program management experience who can orchestrate multiple large-scale initiatives, manage extensive stakeholder ecosystems, and ensure alignment between strategic business objectives and technical delivery.
  • The ideal candidate will utilize existing program governance frameworks while driving end-to-end program success across enterprise-wide IT initiatives, managing program portfolios in the $25-100M+ range, and providing senior advisory leadership across distributed teams and complex organizational structures.



Key Responsibilities

Enterprise Portfolio Coordination & Governance

  • Oversee 10-15+ concurrent projects within large-scale program portfolios, coordinating complex interdependencies across multiple business units.
  • Utilize and enhance existing program governance frameworks to manage enterprise-wide program dependencies and ensure portfolio cohesion.
  • Establish and manage program-level RACI matrices and escalation paths across complex organizational structures affecting 1000+ end users.
  • Coordinate resource allocation across multiple project teams while optimizing utilization across enterprise program portfolios.



Strategic Budget Management & Financial Oversight

  • Manage enterprise program portfolios typically ranging $25-100M+ across multiple strategic initiatives and business transformations.
  • Develop and execute complex budget allocation strategies across multi-year program cycles and changing organizational priorities.
  • Lead business case development for programs exceeding $50M investment with comprehensive ROI analysis and executive presentation.
  • Provide financial oversight and variance analysis across enterprise program portfolios with regular C-level reporting.
  • Manage enterprise contingency planning and cost optimization initiatives across all program components and organizational impacts.



Advanced Resource Forecasting & Utilization Management

  • Develop and maintain sophisticated resource forecasting models across enterprise program portfolios spanning 3-5 year strategic initiatives.
  • Track and optimize resource utilization across 50-100+ program team members with complex matrix reporting relationships.
  • Assess enterprise resource constraints and their strategic impacts on program delivery timelines and organizational transformation goals.
  • Coordinate resource reallocation across multiple business units based on changing strategic priorities and market conditions.
  • Manage capacity planning for shared enterprise resources including specialized technical skills and executive stakeholder time.
  • Forecast long-term skill set requirements and identify strategic resource gaps to prevent enterprise program delays.
  • Monitor and optimize enterprise resource utilization trends to maximize program portfolio efficiency and strategic value delivery.



Executive Sponsor & C-Level Stakeholder Alignment

  • Ensure strategic alignment and consistent messaging between C-level executive sponsors across enterprise program portfolios.
  • Lead board presentation sessions and executive governance meetings for program updates and strategic decision-making.
  • Navigate and resolve conflicting strategic priorities between executive stakeholders across multiple business divisions.
  • Maintain executive engagement and strategic commitment throughout multi-year program lifecycles and organizational changes.
  • Coordinate comprehensive business case updates and strategic benefit realization reporting to board and executive committees.
  • Escalate enterprise-level program conflicts requiring executive resolution and strategic organizational decision-making.
  • Ensure executive stakeholders remain strategically aligned on enterprise program scope, timeline, and transformational success criteria.



Enterprise Benefits Realization & Strategic Value Tracking

  • Lead enterprise-wide post-implementation benefits measurement and tracking across all strategic program initiatives.
  • Conduct comprehensive program portfolio ROI validation and strategic value reporting to executive leadership and board.
  • Maintain strategic business case evolution throughout multi-year program lifecycles reflecting market and organizational changes.
  • Coordinate enterprise benefit realization activities across multiple business areas affected by transformational program outcomes.
  • Track cumulative strategic program value delivery against original enterprise business case and communicate progress to stakeholders.



Executive Communications & Strategic Reporting

  • Develop and maintain executive-level program portfolio status reporting and strategic dashboards for C-level visibility.
  • Lead board presentations and executive communication responsibilities for strategic program reviews and governance sessions.
  • Develop comprehensive stakeholder communication strategies across 200+ stakeholders and multiple organizational levels.
  • Facilitate enterprise program milestone and strategic gate review sessions with executive sponsors and board members.
  • Coordinate strategic messaging consistency across all enterprise program communications to ensure unified organizational narrative.



Enterprise Quality & Standards Leadership

  • Ensure consistent enterprise quality standards and methodologies across all strategic program initiatives and deliverables.
  • Coordinate comprehensive testing strategies and integration validation across enterprise program portfolio components.
  • Manage enterprise-level compliance and audit requirements across all program components and organizational impacts.
  • Ensure adherence to enterprise architecture standards and organizational governance across all strategic program initiatives.



Enterprise Change Management & Transformation Leadership

  • Lead enterprise-wide organizational change management affecting entire organizational structure and 1000+ end users.
  • Manage comprehensive transformation strategies across multiple business areas and stakeholder communities simultaneously.
  • Assess cumulative organizational change impact and develop strategic mitigation approaches for enterprise transformation fatigue.
  • Ensure enterprise change management consistency across all strategic program initiatives while adapting to diverse organizational needs.



Strategic Risk Management & Enterprise Issue Escalation

  • Develop and maintain enterprise-level risk assessment and strategic mitigation approaches across all program portfolio components.
  • Manage complex cross-program issue resolution and executive escalation processes to prevent enterprise-level impacts.
  • Coordinate strategic dependency risk management across enterprise programs to minimize cascading organizational effects.
  • Escalate enterprise-level strategic risks requiring board-level resolution to appropriate governance and executive leadership.



Cross-Enterprise Team Leadership & Vendor Ecosystem Management

  • Coordinate alignment between business teams and technical organizations across all enterprise IT domains and strategic initiatives.
  • Facilitate cross-enterprise collaboration across multiple business units affected by strategic program transformational outcomes.
  • Align enterprise architecture decisions across strategic programs to ensure system integration and organizational coherence.
  • Manage vendor relationship ecosystem including 10+ prime contractors and strategic partners across enterprise program portfolio.
  • Provide executive advisory leadership to project managers, business analysts, and technical leads across enterprise initiatives.
  • Ensure consistent enterprise standards and integration patterns across all strategic program initiatives and vendor deliverables.
  • Resolve competing strategic priorities and resource constraints across enterprise teams within complex program portfolio scope.



Required Qualifications

Education and Experience

  • Bachelor's degree in Business, Information Technology, Engineering, or related field.
  • 15-20+ years of progressive program management experience in enterprise-scale IT environments with transformational implementations.
  • 10+ years in senior program leadership roles managing enterprise programs in large organizations (1000+ employees).
  • 5+ years managing enterprise-scale programs with budgets ranging $25-100M+ across multiple strategic business initiatives.
  • Proven experience orchestrating 10-15+ concurrent projects within complex program portfolios affecting 1000+ end users.
  • Demonstrated success in C-level stakeholder management and board presentation experience across executive audiences.
  • 15+ years of direct executive stakeholder management including enterprise transformation and strategic program leadership.
  • Proven track record delivering transformational business value through large-scale enterprise technology program implementations.



Executive Program Management Expertise

  • Expert knowledge of enterprise program management methodologies, governance frameworks, and strategic best practices.
  • Advanced financial management skills including enterprise budget coordination, multi-year forecasting, and strategic variance analysis.
  • Expertise in enterprise resource forecasting, strategic capacity planning, and optimization across large distributed program teams.
