THE POSITION

The Traffic Unit of the Department of Transportation Engineering District 2-0 is actively seeking candidates for a permanent full-time role within our 24-hour Regional Traffic Management Centre. This vital position plays a crucial role in ensuring the safe and efficient movement of traffic across the region by leveraging Intelligent Transportation Systems (ITS), enhancing communication channels, and employing effective incident management strategies. The responsibilities include monitoring live video feeds from closed-circuit television and making autonomous decisions during traffic incidents to mitigate disruptions. DESCRIPTION OF WORK

In this position, you will be responsible for monitoring a variety of systems, including CCTV feeds, 911 CAD WebView, P25 radio communications, police and fire scanners, and incident detection devices, while also evaluating current roadway conditions related to traffic, weather, and overall operational status. Your duties will involve assessing the impact area of any incidents and disseminating traveler information through the activation of Changeable Message Boards, Variable Speed Limit Signs, Traffic Signals, and Highway Advisory Radio (HAR) devices. You will employ various Intelligent Transportation Systems (ITS) software packages to facilitate these tasks, ensuring that necessary maintenance personnel are promptly informed of any highway incidents or weather conditions that could pose immediate risks to public safety. Additionally, you will be responsible for activating AMBER Alerts and MEPA Alerts as directed by the Pennsylvania State Police or PennDOT, while meticulously documenting all communications in the RTMC Communications Log.

You will also verify the functionality of all equipment, including CCTV, Dynamic Message Signs (DMS), Changeable Message Signs (CMS), Variable Speed Limits (VSL), and HAR, reporting any discrepancies in ITS devices. Monitoring current and forecasted weather conditions will be crucial, as will managing the RCRS statewide for any closures, with situational awareness updates communicated via email. Keeping track of construction activities within the district is essential for maintaining awareness of diversion and detour routes. You will utilize Web EOC and other relevant applications to facilitate effective communication and proactively notify the Pennsylvania State Police, 911, PEMA, and public traffic agencies about all incidents. Furthermore, you will monitor 911 CAD WebView within the Central Region when available, ensuring confidentiality while accessing sensitive information. Tracking county equipment through AVL software and maintaining communication with the Pennsylvania State Police during construction-related congestion will also be part of your responsibilities. During winter storms, you will liaise with the National Weather Service via phone or RTMC MS Teams, relaying critical information through situational awareness emails. Lastly, you will utilize the PennDOT radio system to coordinate with the paint crew and adjust Variable Speed Limits in designated areas, while also addressing any tree and utility issues within the district.

Work Schedule and Additional Information:

  • Full-time employment, 75 hours bi-weekly.
  • Work hours are irregular and may be required to work varied shifts due to 24/7 operation.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience evaluating and coordinating information related to traffic data, incidents or conditions.
