Overview
Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Sr. Project Controls Cost Analyst supporting the Test Operations and Sustainment contract, at Arnold Engineering Development Complex at Arnold AFB, TN.

Job Duties:
Develops, maintains, statuses and analyzes the Integrated Master Schedule within Oracle P6 for Construction Projects. This includes managing at the resource level as well as planned dates and durations.
- Conducts in-depth schedule analysis of project schedules and their interdependencies to identify and clearly communicate potential areas of asset and/or resource conflict to BNH and Air Force leadership.
- Prepare various schedule views for management showing variance to baseline, variance from last forecast, remaining float, critical path supported by analysis.
- Manage project schedule baseline and change control.
- Develop and implement requirements for resource loading, reporting, and analyzing standards, programs, and reports. Perform performance monitoring and control functions for specific applications.
- Conduct schedule integrity checks and follow through to resolve any issues.
- Communication and coordination of schedule changes to take advantage of opportunities and mitigate conflicts.
- Maintain integration between P6 and earned value reporting.
- Develop resource curves and resource planning
- Responsible for cost engineering, cost analysis/control, and planning/scheduling activities for large capital and design/build projects.
- Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities for the project.
- Responsible for coordination and support to control account managers in the development of project estimates, monitoring of project cost performance, and EVM related reporting supported with cost and schedule variance analysis.
- Perform budget (work load) baseline management with change control.
- Perform funds management by coordinating and communicating project funding availability.
- Monitors actual cost collection and processes corrections.
- Supports PMs with preparation of monthly cost forecasts.
- Supports annual workload proposal and subsequent proposal revisions.
- Provide customer support regarding planning, estimating, execution and reporting of projects, specifically funding scenarios and out year planning exercises
- Maintains working relationship and works directly with Air Force counterpart in areas of performance management.
- Support on demand business reporting requests as required by management.
- Support Shared Services Cost team by developing and tracking dashboard metrics.
- Support the use of common cost work processes and procedures within assigned function across the TOS contract.
- Develop and maintain process work instructions and procedure reviews, as required.
- It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Perform other related duties as required.
Basic Qualifications:
- BS degree in Business Management or similar and at least 10 years of relevant experience.
- Must be able to maintain a Department of Defense Secret level security clearance and access to the AEDC local area network
- Due to Air Force Security requirements, U.S. Citizenship is required for employment at AEDC
Preferred Qualifications
- Experience in performing, monitoring, and reviewing cost functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
- Demonstrated ability to communicate effectively across all levels of leadership.
- Demonstrated ability to plan, organize, perform, review, and present financial and cost performance reports.
