Overview
The State Of Vermont is looking for a Financial Manager to be the Senior Accountant for The Division of the Blind and Impaired Vision (DBVI) with an annual budget of $2.5M. This position features senior level work in the maintenance, review, and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. In addition, coding and budget checking all payments in the financial accounting system (VISION), payment processing in the AWARE case management system, and preparing Federal quarterly reports from the cost allocation database reporting. This position is also the Lead Accountant for the Randolph-Sheppard Vending Federal Program which is a program to provide blind individuals the opportunity to learn and profit from certain activities. In Vermont these individuals maintain vending machines placed in any Federal or State building or they operate/run Cafes. Any vending machines not maintained by a blind individual but a private vending company must pay a monthly commission to the program. This revenue is used to promote more learning opportunities for the blind individuals in the State. In this role, you will:

Work is performed in a standard office setting. Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR One year as a Financial Administrator III with the State of Vermont. OR Certification as a CPA. For some positions preference may be given to applicants with supervisory or management experience.
