SUMMARY
We are seeking a seasoned leader to serve as Program Director for our TEC II contract in support of the Joint Interoperability Test Command (JITC). This portfolio spans more than $60M in annual revenue and a team of 300+ professionals delivering test and evaluation (T&E) services across the Department of Defense. Reporting to the Vice President for Test & Evaluation, the Director provides balanced leadership across delivery, customer engagement, and growth. In this role, you will hold full P&L accountability and drive margin improvement through automation, tooling, and innovative delivery practices. You will serve as a trusted partner to senior government leaders-including JITC leadership, DoD C-suite, SES, and acquisition executives-strengthening relationships, shaping acquisition pathway.
Senior level manager that assists and advises the VP/GM of Test & Evaluation in managing both the strategic and day-to-day activities of a large and complex contract consisting of up to 100 simultaneous task orders across a broad spectrum of customers and I functional areas. Overseeing a team of project managers, director nsures contractual efforts meet all customer goals and requirements. Dual-hatted as Program Manager, the director also helps manage revenue and profit aspects of task orders and the overall program, to include facilitating on-contract and adjacent growth opportunities.
JOB DUTIES AND RESPONSIBILITIES

* Program & Portfolio Leadership
* * Lead the TEC II program portfolio, overseeing $60M+ in revenue, 300+ staff, and 12 Project Managers.
* * Ensure delivery excellence across all task orders, applying disciplined program management and risk management practices.
* * Drive modernization initiatives that align mission priorities with emerging technologies.
* Financial & Business Performance
* * Own full P&L accountability, including revenue forecasting, margin improvement, and budget oversight.
* * Improve profitability through automation, tooling, and innovative delivery approaches.
* * Monitor and report financial performance, ensuring alignment with corporate goals.
* Customer & Stakeholder Engagement
* * Serve as a senior company representative to JITC leadership, DoD C-suite, SES, and acquisition executives.
* * Build trusted relationships, influence acquisition strategies, and ensure consistently high customer satisfaction (CPARS/MPARS).
* * Represent the company's capabilities to drive mission impact and program success.
* Growth & People Leadership
* * Translate delivery excellence into on-contract expansion and adjacent opportunities.
* * Provide expertise in support of proposals, solutioning, and growth initiatives.
* * Champion workforce development across the program creating pathways for advancement and building the next generation of T&E leaders.
SUPERVISORY DUTIES
* Directly supervises approximately 12 personnel, to include multiple project managers and technical/administrative personnel. Recruit/Train/Retain quality personnel. Lead/Mentor/Manage Employees/Staff embodying the Agile Defense core values and CARE model. Approve timesheets and requests for time off. Communicate expectations and manage employee performance, to include completing annual evaluations, recommendations for bonuses, and recommendations for salary setting.
QUALIFICATIONS
Required Certifications
* PMP or Equivalent
Education, Background, and Years of Experience
* Master's degree and at least 6 years of experience; or a Bachelor's degree and at least 12 years of experience. Relevant technical degrees include IT Program Management, Test & Evaluation, Operations Research, Computer Science, Engineering, or other science/technology disciplines.
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* Proven experience leading and managing Test & Evaluation programs within the Department of Defense.
* Demonstrated success managing portfolios exceeding $30M in annual revenue and organizations of 150+ FTEs (TEC II exceeds $60M/300+ FTEs).
* Profit & Loss experience, with a track record of improving margins through automation, innovation, and disciplined execution.
* Strong executive presence and ability to engage senior DoD leaders, including JITC, C-suite, SES, and acquisition executives.
* Exceptional leadership, communication, and workforce development skills, with a record of building and advancing high-performing teams.
Preferred Skills
* Top Secret with SCI
WORKING CONDITIONS
Environmental Conditions
* Government site with 0%-10% travel possible. Possible off-hours work to support mission-critical requirements.
* General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time.
* The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
