Job DescriptionThe Senior Manager of Operations - Business Services is responsible for leading the External Relations Business Shared Services Team and supervising a team of business specialists and data analysts, consulting with individual departments in optimizing resource requirements for high production capacity, facilitating the production of financial reporting for accountability purposes, and monitoring performance to promote the growth of each department. At the direction of the Vice Chancellor & Chief External Relations Officer and the Senior Director of External Relations Operations, the Senior Manager is responsible for developing tools for statewide departments in an effort to improve tracking, reporting, and data collection and interpreting collected data to facilitate the division's performance analysis and continuous improvement efforts.

Essential Functions:

  • Demonstrate TSTC Core values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and members of the community.

  • Operational Efficiency: Provides high-level leadership and accountability for projects, operations, and strategic success of the External Relations Divisions, including business development, budget management, and strategic planning, as well as developing and promoting systems that will assist in operational improvement in various departments.

  • Decision Support: Synthesize data analytics and research to recommend policies, practices, and procedures aligned with divisional goals to the External Relations Leadership Team and the Vice Chancellor & Chief External Relations Officer. Consulting with leaders to identify needs, develop action plans, identify deliverables, and present results/recommendations to achieve strategic/operational goals.

  • Process Improvement: Develop goals and assess departmental performance to implement process improvements for enhanced operational efficiency. Lead prioritized initiatives to enhance the efficiency and effectiveness of internal processes using a design thinking approach and incorporating innovative thinking and external best practices.

  • Statewide Project Management: In collaboration with the Senior Manager of Operations - Strategic Initiatives, assist in developing and implementing a comprehensive project management strategy for all External Relations Division departments, fostering efficiency and consistency. Establish project expectations, governance structures, and resource allocations, providing ongoing progress updates and facilitating timely decision-making. This role would lead divisional projects focused on departmental process improvements, research and data analytics, technology services, and other business services.

  • Data Analytics & Reporting: Leads a team of subject-matter experts in External Relations data sources and reports and collaborates closely with the Office of Data & Analytics. Serve as liaison to the External Relations leadership team for all data and reporting requests and requirements. Serve as point of contact for external entities requesting data or reports from External Relations in partnership with the Office of Data & Analytics.

  • Policy Compliance: Ensure compliance with organizational policies and procedures across business units, departments, and profit centers within External Relations through regular review and audit.

  • Financial Analysis and Reporting: Lead a team of subject-matter experts in External Relations budgets, purchasing, travel, procurement, and contract administration. Produce financial reports, offer financial guidance to department leaders, analyze reports, and make recommendations for strategic decisions.

  • Technology Support: Maintain the security and administration of all internal platforms and software shared within the External Relations Division.

  • Leadership: Provide leadership and guidance to a team of professionals, promoting a culture of excellence, accountability, and continuous improvement.

Education/Experience:

  • Bachelor's degree required in Education, Business Administration, or other related field.

  • 2-3 years experience in a leadership or management role, overseeing teams and driving operational excellence preferred.

  • 3-4 years of progressively responsible experience developing and deploying shared service capabilities in support of operations preferred.

  • 3-4 years of successful experience in managing multiple projects from planning to implementation preferred.

  • 1-2 years of demonstrated experience in strategic planning, financial management, and team leadership preferred.

  • PMI/PMP Certification preferred.

  • Financial Acumen: Solid understanding of financial planning, budget management, and financial reporting.

  • Innovative Thinking: Experience in evaluating, developing, and implementing operational improvements through automation and process redesign to enable scalability and velocity.

  • Leadership: Excellent team leadership skills, with the ability to manage, mentor, and develop staff. Ability to work independently and assume decision-making responsibilities - planning, execution, completion and monitoring.

  • Technology: Proficient in technology-based administrative systems. Preferred expertise in the TSTC systems of operation, Workday, Salesforce, Colleague, SSB, SSF & SDF Grants.

  • Communication Skills: Excellent written and verbal communication skills to interact effectively with internal and external stakeholders. Ability to draft professional communications, prepare reports, and deliver presentations.

  • Analytical Skills: Strong analytical skills, with the ability to interpret data and provide strategic recommendations. Gather and synthesize data, compile information, and prepare meaningful reports.

  • Strategic Thinking: Ability to develop, plan and implement short and long-range goals.

  • Project Management: Ability to lead and manage multiple concurrent projects division-wide.

  • Organizational Skills: Skill in organizing resources and establishing priorities. Ability to manage multiple, competing projects and priorities simultaneously.

  • Attention to Detail: Meticulous attention to detail when managing budgets, preparing reports, coordinating events, and reviewing documents to maintain accuracy and uphold quality standards.

  • Adaptability and Flexibility: Adapt to changing priorities, work in a fast-paced environment, and handle unexpected situations with poise. Flexibility in adjusting schedules and accommodating shifting demands.

  • Problem Solving: Demonstrated ability to solve complex and ambiguous business problems leveraging data analysis and modeling. Big picture thinker who anticipates future trends and consequences and creates competitive strategies and plans.
