The Senior Director of Proposals oversees MTSI's entire proposal process lifecycle, from strategy development to delivery, ensuring seamless execution at scale in planning, execution, and submission of winning proposals. This leadership role builds and maintains a team-based culture both within the proposal team, and in collaboration across the business, and drives strategic proposal development, coordinates cross-functional teams, and ensures alignment with MTSI's vision and growth strategy as a >$1B/yr company. This senior-level position is responsible for overseeing and developing a team of proposal managers, coordinators, and technical writers, ensuring the submission of high-quality, competitive, compliant, and compelling bids. This position also leads the vision and ongoing development of MTSI's proposal practice, across People, Processes, Tools, and Training. The ideal candidate has extensive experience with large-scale proposal enterprise leadership, a proven track record of increasing win rates, and the ability to work effectively with executive leadership. They will collaborate closely as a leader and teammate with business development, technical subject matter experts, and business operations leadership to lead proposals for critical opportunities across MTSI's national security markets.
Key Responsibilities:
Strategic Leadership
  • Proposal Strategy. Serves as the primary advocate and owner of MTSI's proposal development process, ensuring the delivery of high-quality, strategically aligned proposals that support the company's growth objectives, with values up to $1B+.
  • Proposal Oversight:Directly manages key strategic or high-value proposal efforts, which includes developing outlines, managing schedules, and facilitating major reviews (e.g., Blue, Pink, and Red Team reviews).
  • Resource Management: Collaborates with Business Operations and Business Development leadership to ensure that the organizations receive timely and appropriate support for their proposal development activities. This includes agile resource management vs. changing priorities and emerging needs
  • Team Leadership and Management:Recruits, leads, mentors, and manages a high-performing geographically distributed team of proposal professionals, providing guidance and professional development opportunities while fostering a strong team-based culture aligned to MTSI's Core Values.
  • Cross-Functional Collaboration:Partners with leadership across the organization, including Contracts, Security, Recruiting, Pricing, and others to enable optimized proposal development and ultimate product quality.
  • Process Enhancement:Oversees the maturation and continuous improvement of MTSI's proposal capability, from pre-proposal planning and solution development to final submission. Drives improvement by implementing and refining best practices and innovative tools, including AI-assisted capabilities.
Process & Tools Optimization
  • Develops, refines, and enforces proposal processes, templates, and best practices.
  • Acts as steward for ongoing integration and adoption automated tools, bid software, AI/LLM, and data and knowledge management for proposal development.
  • Develops training, tools, and resources to improve proposal development expertise and efficiency across MTSI.Includes investment strategies and planning to increase enterprise proposal capacity and competency.
  • Mentors and grows junior proposal staff to support professional development.
Metrics & Reporting
  • Develops and refines proposal-related metrics at all levels of the business.Ensures current, accurate, decision-quality proposal metrics, e.g. ROI.
  • Strong verbal communication skills, e.g., for leadership presentations with analysis derived from past proposal efforts, identifying lessons learned and areas for improvement.
Required Qualifications:
Education:
  • Bachelor's degree in Communications, Engineering, Marketing, Business Administration or a related field.
Experience & Skills:
  • Minimum of 15 years of experience in federal market proposal development within the Department of Defense or Intelligence Community domains, with a minimum of 5 years in a senior leadership role overseeing large, complex proposals (e.g., >$100M total contract value). Demonstrated experience in capturing, organizing, producing, and winning both large and small competitive proposals.
  • Strong leadership, team management, and motivational skills with the ability to influence and guide cross-functional teams. Proven leadership experience managing multi-disciplinary teams and complex proposal efforts.
  • Deadline-Driven Performance: Demonstrates exceptional time management, conflict resolution, and the ability to perform effectively in fast-paced environments with tight deadlines, while adapting proactively to changing priorities.
  • Organized and Results-Oriented: Exhibits a high level of organization, process orientation, and attention to detail with a commitment to delivering high-quality, error-free deliverables that align with business objectives.
  • Exceptional Communication and Collaboration: Possesses outstanding written and verbal communication, interpersonal skills, and presentation abilities, ensuring effective collaboration across teams to achieve desired results.
  • In-depth knowledge of government procurement and contracting processes (FAR, DFARS, etc.) as well as solicitation and contract types (e.g., SBIR Ph III, OTAs) and their associated bid requirements.
  • Demonstrated ability to interpret solicitation documents, develop compliance matrices, and deliver impactful final submissions
  • Proficiency in proposal development software and tools such as Microsoft SharePoint, Microsoft Office (Word, Excel, PowerPoint), Adobe Acrobat, and collaborative platforms.
Preferred Qualifications
  • APMP Certification (Foundation or Practitioner level) highly desired.
  • Master's degree or PMP certification desired.
  • Experience implementing the Shipley proposal process and Strength-based Solutioning.
