The Air District is currently accepting applications for the position of Supervising Air Quality Engineer . This is an open recruitment for one (1) full-time, represented position in the Source Test Section.

Source Test Section

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. This role will be tasked with supervision of the section's air quality engineering staff and performance of highly complex and specialized program assignments. In addition, the incumbent will coordinate or perform field, shop, and office source test program duties, including, but not limited to, equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.


Definition
Under direction, supervises the staff and participates in assigned air quality engineering activities in a variety of District functions; performs related work as assigned.

Distinguishing Characteristics
This class is a working supervisor and provides both supervision and professional engineering services in support of the District's goals and objectives. Incumbents are responsible for ensuring adherence to the District's policies and procedures in the performance of a wide variety of air quality engineering activities for the District. This class is distinguished from Air Quality Engineering Manager in that the latter had managerial responsibility for the staff and activities of an assigned section.

Examples of Duties for this Position

General Duties (illustrative only)

Supervises and participates in field engineering compliance audits and operational tests.

Supervises and participates in source testing and sampling, analysis of the results and preparation of reports; observes and audits private contractor tests.

Assigns, supervises, reviews and evaluates the work of professional, technical and support staff.
Supervises and participates in the review of permit applications and recommends permit issuance or denial.

Supervises and participates in the review and issuance of Federal Title V permits and recommends and implements regulatory changes and systems development to comply with the Federal permitting program.

Researches and develops new and revised rules and procedures for regulation of air quality; determines emissions and potential emission reductions and cost of controls; establishes control level and technology; writes proposed regulation; prepares technical assessment reports and conducts workshops; makes public presentations.

Represents the District in meetings with the public, industry and other agencies.

Supervises and participates in the development of emissions factors for complex facilities.
Participates in the selection of assigned staff and provides for their training and professional development.
Handles hearing board matters involving variances, order of abatements and public nuisances.
Supervises and participates in toxic risk screenings and assessments.
Conducts technical seminars for industry and other agencies.
Coordinates the District's response to public and industry inquiries regarding regulation interpretation, permit preparation, various compliance measures and emission calculation methods in person, by telephone and in writing.
Testifies as expert witness before the Hearing Board.

Minimum Qualifications

Education and Experience:

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field and four years of air quality environmental engineering experience.

Other Requirements
Must possess a valid California driver's license.

Company Vehicle: A company vehicle will be provided for business use and must be taken home daily. Employee will be responsible for maintaining per the District Vehicle Policy.

Physical, Lift & Climb Test: Must pass a physical exam and be able to meet the requirements of a lift test for occasional physical duties.

Selection Criteria

Selection may be based upon a competitive examination consisting of a written exercise, interview, or combination of the two. Depending on the number of qualified applicants, an application screening and/or panel interview may be used to determine the most qualified applicants.
