The Alaka`ina Foundation Family of Companies (FOCs) is looking for a GIS Analyst / Developer II to support our government customer remotely. This is a full-time remote position for a period of 12 months.
Assist with the maintenance of custom GIS software that aids in the collection, dissemination, and quality assurance of geospatial data. The Forest Service has an active forest insect and disease survey and monitoring program that has produced annual Forest Conditions Reports since 1959. Data collection for these reports requires the maintenance of several key applications and tools.
Assist with providing a stable and available IT operating environment for forest insect and disease survey work requires maintenance/tuning of databases and desktop and mobile hardware/software. The Forest Health Assessment and Applied Sciences Team (FHAAST) regularly evaluates and recommends mobile hardware and peripherals for use.
DESCRIPTION OF RESPONSIBILITIES:
- Provide support for the collection and dissemination of data regarding insect, disease, and invasive plant activity.
- Provide streamlining of mobile work and data collection environments.
- Provide installation and break-fix maintenance of computer hardware, software, and peripheral systems.
- Document requirements for computer, hardware, and software systems for use in data collection, data processing, and other activities.
- Provide general Spatial Database Engine (SDE-ESRI) and database support to FHAAST.
- Ensure applications meet minimum requirements under Forest Service application standards.
- Assist in developing training materials for FHAAST web and desktop applications in a variety of formats
- Support project planning meetings as well as contribute to project and status reports.
- Standardize the FHAAST spatial data library (SDL).
- Assist with forest pest, pathogen, and invasive plant risk and hazard data analysis.
- Support edits and changes to the FHP Aviation Statistics Database.
- Assist with collection, summarization, and analysis of aviation-related data sources through the Aviation Statistic Database application.
- Assist with review and write documents where necessary, including the documentation of FHAAST application standards and checklists, as needed.
- Install and test new FHAAST hardware components to ensure proper operation.
- Assist with providing training for field staff in the use of DMSM, the tablet operating system, and peripherals
- Assist with providing Application Support working with EAD Application Developers and fully support the continued and effective operation of FHAAST applications at the Virtual
- Data Center (VDC).
- Assist with evaluating mobile and desktop computer hardware and software systems for use in data collection. This includes acquiring technical specifications for software, hardware, and peripherals that meet Government requirements and ensuring compatibility with existing FS architecture and applications. This also provides support for usability/compatibility testing of current FHAAST application configurations, hardware, and accessories.
- Provide assistance supporting, troubleshooting, and tuning FHAAST desktop, laptop, tablet, and other mobile computers, including Windows and other operating system platforms (such as Android and iOS), network components, and peripheral hardware such as Global Positioning System (GPS) units, external hard drives, and media devices (SD Cards, etc.).
- Other duties as assigned.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
BA/BS in computer science, GIS, geography, engineering, or a related field.
REQUIRED SKILLS AND EXPERIENCE:
- At least three (3) years of experience working as an analyst or programmer on computer systems including GIS desktop, server, and web-based applications. Experience should include the development of desktop and or web applications that support data capture and summary of geospatial information through reports, queries, and maps.
Technology Skills: Sharp critical thinking skills, strong written and verbal communication skills, ability to analyze spatial data, and problem-solving skills. - Python Skills:

- GIS Analyst / Developer:
- Data Steward skills:
- ArcGIS Pro - data editing, model builder, geoprocessing
- AGOL - managing items, administering users.
- Web GIS, web application development and maintenance
- ArcGIS Server with MS SQL Server (SDE)
- SQL queries and scripting
- Familiarity with DMSM and/or IDS datasets and/or Forest Health data
- Experience with Natural Resources data and analysis
