Fairfax County's award-winning Stormwater team works to reduce flood risk and protect local watersheds and the Chesapeake Bay with comprehensive watershed and infrastructure management to protect people, the environment, and property.

Responsible for the inspection of stormwater improvement projects. This includes all phases of inspections for open and closed system stormwater improvement projects, land disturbing activities, outfall and channel restorations and flood improvement projects. Key responsibilities include: interpret design drawings and specifications to inspect storm conveyance system and infrastructure components including placement of erosion and sediment control devices, grading, materials, laying sewer pipe, implementing outfall restoration projects, and re-vegetation plans. Monitors the contractor's work and inspects the required improvements shown on the construction plans for conformance with the applicable codes, regulations, policies, standards and specifications. Performs inspections in accordance with agency policies and permit conditions. Maintains possession of a valid Virginia DEQ Erosion and Sediment Control Inspector certification. Maintains and tracks the Branch's projects in PLUS, a Land Development Services (LDS) electronic, centralized platform for submitting and tracking permits, including land disturbance permits to ensure compliance with the County's E&S regulations. Serves as MSMD's representative onsite working closely with consultants, contractors, Board representatives and the public. Documents and reports all aspects of construction following Department of Environmental Quality (DEQ) Erosion & Sediment Control (E&S) requirements and regulations. Works within PLUS to document project updates, inspections, and move permits to close out. Complies with DPWES Business Area safety program and guidelines.

This position works in the DPWES Maintenance and Stormwater Management Division (MSMD) currently located at 10635 West Dr, Fairfax, Virginia.

Note: The appointee to this position is subject to emergency callback 24 hours a day/seven days a week (24/7) to respond to snow, flood, and other designated emergencies requiring division resources, on an as-needed basis.

In 2026, all West Drive assignments will be permanently located at the new Water Resources and Infrastructure building, located at 6000 Freds Oak Road, Burke, VA 22015. Position may require traveling to multiple Fairfax County sites.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from high school or GED; and three years of construction experience, preferably in the inspection field.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.
  • VDOT Work Zone Traffic Control.
  • DEQ Erosion & Sediment Control Project Inspector certification.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and pre-employment medical evaluation to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • At least 3 years of experience with Federal, State, and Local laws, codes, and regulations applicable to Erosion and Sediment Control.
  • At least 3 years of experience with Virginia's Erosion and Sediment Control Minimum Standards.
  • At least 1 year inspecting Erosion and Sediment Controls according to the Virginia Stormwater Management Handbook specifications.
  • At least 1 year of experience with the installation and sequencing of Erosion and Sediment Controls applicable to stormwater infrastructure maintenance of pipes and channels.
  • At least 1 year of experience with Virginia DEQ Stormwater Management Inspections.

PHYSICAL REQUIREMENTS:
Physical requirements are applicable to all duties. Ability to input, access, and retrieve information from a computer. Ability to operate a motor vehicle to drive to/from job sites, off-site meetings, training and/or conferences. Ability to push, pull, stoop, walk, climb, bend, lift and carry objects weighing up to 90 lbs. with assistance and ability to walk/traverse rough, icy, broken terrain, go up and down steep hills, slopes and steps at a sustained rate. Ability to work in hot and cold temperatures. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
