The Government & Legislative Relations Consultant is an experienced professional who drives business results, leads, manages and implements GuideWell's and Florida blue's policy analysis process, supports senior and corporate lobbyists with real-time legislative environmental and activity analysis, and independently leads analysis of proposed state legislation. Responsible for vital public policy analysis of state legislative proposals. Lead the organization's Legislative Advisory Workgroup (LAW) and collaboratively work across GuideWell business units to identify, assess and evaluate legislative or regulatory proposals that impact the organization. Responsible for end-to-end coordination and collaboration with the organization's Critical Inquiry team to address insurance access and coverage questions that have corporate reputation impacts. Manage multiple legislative issues and actions in a fast-paced, dynamic political environment.

What You Will Be Doing

  • Lead Political Contributions Strategy: Develop corporate political contributions strategy, end-to-end administrative activities related to political contributions budgeting, processing and logistics, and responsible for corporate compliance with state political contribution laws.

  • Lead Critical Inquiry Resolution Process: End-to-end leadership, coordination and collaboration with the organization's Critical Inquiry, Network, Product team to address insurance access and coverage questions that have corporate reputation impacts.
  • Legislative Office & Constituent Relations Coordination: Supports legislative relationships with external stakeholders - liaison for 160 state legislative offices

  • Policy Analysis and Position Development Support: Supports the analysis of state legislative proposals with impacted business partners to identify operational impacts.

  • Serves as the point of contact for the Government Relations team as needed on specific state legislative issues

  • Monitors the legislative environment to identify and communicate developments that impact enterprise operations and strategy

  • Provides political subject matter expertise and guidance to project and operational teams

  • Maintains interfaces with project teams, business leads, and other business partners to coordinate political activities in support of business and policy goal

  • Independently leads state public policy and legislative activity identification and assessment process:

  • Monitors filed legislation, amendments, legislative activities, monitors news/social media for political coverage and alerts lobbyists of important information.

  • Development of corporate political contributions ,strategy, end-to-end administrative activities related to political contributions budgeting, processing and logistics, and responsible for corporate compliance with state political, contribution laws.

  • Assists with end-to-end coordination of issues analysis and compilation of information.

  • Supports the analysis of state legislative proposals with impacted business partners to identify operational impacts
  • Provides ad hoc public policy subject matter expertise and guidance to project and operational teams
  • Maintains interfaces with project teams, business leads, and other business partners to coordinate public policy activities in support of business and policy goals
  • End-to-end coordination and collaboration with the organization's Critical Inquiry team to address insurance access and coverage questions that have corporate reputation impacts.
  • Develop collateral materials for lobbying purposes: assemble information into short, easily understood documents.

What we Require

  • 6+ years related work experience.

  • Related Bachelor's degree required Business, Public Health, Political Science, Law, Paralegal, or related field

  • 6+ years in a role involving regulatory or legislative analysis and health care industry experience

  • Excellent analytical, organizational, verbal and written communication and presentation skills

  • Experience in developing and conducting presentations for external audiences

  • Strong relationship building skills

  • Knowledge of the health insurance industry

  • Must be able to travel to multiple locations for work (i.e. travel to attend meetings, events, conferences).

  • Occasionally may be exposed to outdoor weather conditions of cold, heat, wet, and humidity.

Targeted Annualized Offer Range: $89,800 - $112,300

Annualized Salary Range: $89,800 - $146,000

Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
