Who we are and what we do:

The Department of Finance and Administration is currently seeking experienced candidates for the IT Manager Sr position supporting the Tennessee Department of Health (TDH). The IT Manager Sr. position will oversee business analysis functions and lead a team of business analysts that support the TDH's mission to protect, promote, and improve the health and prosperity of Tennessee residents. The IT Manager Sr will implement best practices that ensure efficient management and execution of IT projects/solutions, promote stakeholder collaboration, and encourage professional growth to align solutions with TDH expectations. As a member of the Business Solutions Management team, this position will work closely with various levels of leadership and require situational awareness to effectively communicate with project teams.

Key Responsibilities:

  • Lead and mentor a team of Business Analysts (BAs) to ensure alignment with project objectives and professional growth.
  • Identify skill gaps within the team, conduct and organize training or professional development opportunities.
  • Develop individual performance plans for Business Analysts to set expectations and conduct regular performance evaluations.
  • Assign and prioritize tasks, ensuring workload distribution supports project timelines and budgets are met.
  • Guide BAs in translating stakeholder requirements into actionable project deliverables and ensuring alignment with public health policies and following best practice standards.
  • Provide oversight to ensure BAs gather and translate technical and non-technical requirements into system design specifications.
  • BA involvement in troubleshooting and resolving system-related issues.
  • Anticipate potential challenges or risks in BA deliverables or project scope and implement mitigation strategies. Ensure BA outputs are actionable for development teams and align with existing health IT infrastructure.
  • Ensure BA activities comply with federal and state regulations, including HIPAA and other health data protection standards.
  • Support projects involving data integration, health information exchange, and interoperability (e.g., HL7, FHIR).
  • and maintain relationships with TDH leadership, project sponsors, IT teams, and project teams.
  • Collaborate with leadership to identify IT solutions that address public health challenges.
  • Participate in creating and updating IT and project roadmaps, ensuring BA contributions align with long-term goals.
  • stakeholder workshops and requirements-gathering sessions facilitated by BAs.
  • Gather feedback from stakeholders and project teams to improve BA processes and team effectiveness.
  • Promote the use of industry-standard tools and techniques (e.g., Agile, BPMN, user story mapping).
  • Provide guidance for root cause analysis and post-implementation reviews.
  • Assist with strategic planning for the Business Solutions Management team.

Minimum Qualifications:

Graduation from an accredited college or university or an associate degree and several years of professional level experience in managing business analysis of medium to large projects (Enterprise), preferably in healthcare or information systems-oriented environments. Included in the six years of experience should be at least one year of current experience independently leading Business Analysts from the beginning of the project to completion.

The ideal candidate would have the following in addition to the minimum qualifications:

  • Certified Business Analyst Professional (CBAP), PMI-PBA, or other recognized BA certifications, Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO). Project Management Certifications such as a PMP is a plus.
  • Strong understanding of computer technologies.
  • Advanced skills in gathering, analyzing, and documenting business and technical requirements.
  • Expertise in creating use cases, process flow diagrams, and requirements traceability matrices.
  • Familiarity with health informatics, public health policies, and healthcare-related data management systems (e.g., EHRs, HL7). Strong interpersonal skills. Strong leadership and communication skills. Strong understanding of SharePoint.
  • Strong understanding of Project Portfolio Management Tools.
  • Strong understanding of ServiceNow or other ticketing systems.
  • Strong understanding of Microsoft DevOps.
