Overview
Utah State University is seeking a highly organized and detail-oriented Records Manager (Compliance Officer) to oversee the management, retention, and disposal of university records. The ideal candidate will ensure compliance with records laws and regulations, including in particular, the Family Educational Rights and Privacy Act (FERPA) and Utah's public records law, the Utah Government Records Access and Management Act (GRAMA).

Responsibilities
  • Develop and implement records management system, including up-to-date and compliant policies and procedures.
  • Serve as the compliance owner for GRAMA and ensure compliance with GRAMA and partner with other compliance owners to ensure compliance with relevant state and federal regulations regarding records management and release of information.
  • Complete required certification under Utah law and serve as a Records Officer.
  • Support and advise on the lifecycle of university records, including creation, maintenance, retention, and disposal.
  • Coordinate with various departments to ensure records management practices, including retention practices, that comply with legal requirements.
  • Review and update as needed the university's records retention policies and practices.
  • Provide training and support to Records Liaisons and other university staff on records management best practices and requirements, including legal requirements and USU Policy 2200 which govern disclosure of university records.
  • Respond to public records requests in accordance with GRAMA and FERPA.
  • Respond to legal subpoenas.
  • Collaborate with the Chief Privacy Officer, Chief Security Officer to ensure records are managed consistent with the university's data security and privacy principles.


Qualifications
Minimum Qualifications:
  • Bachelor's degree OR an equivalent combination of education plus experience.
  • Excellent organizational and communication skills.
  • Strong writing skills.
  • Proficiency in records management software and databases and Microsoft Office Suite.
  • Ability to work independently and as part of a team.
  • Attention to detail and a high level of accuracy.

Preferred Qualifications:
  • Certified Records Manager (CRM) or similar certification.
  • Experience in a higher education setting.
  • Three years of experience in records management or a related field.
  • Strong knowledge of GRAMA and other relevant records management laws and ability to interpret and implement records management laws and regulations.
  • Knowledge of electronic records management systems.
  • Supervisory or managerial experience.
