HJF is seeking a Project Manager II to support a multidisciplinary team (Including scientists, doctors, first responders, members of military, etc.) by overseeing all operational elements of one or more discrete projects within a multi-project portfolio, ensuring that all deliverables are provided on schedule and within budget. The Project Manager will focus on tactical execution, ensuring deliverables are completed on time, within budget, and meet requirements.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of Defense (DoD) and coordinates and collaborates among six U.S. Departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation. The Project Manager will predominately support NIDHC's contributions to the National Highway Traffic Safety Administration Post-Crash Care Project, which aims to improve emergency medical services (EMS), 911, post-crash care, and help to prevent crashes on our Nation's roadways by developing and propagating research, education, and training related to medicine and public health, ultimately enhancing the Nation's emergency response system for critical care patients.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Lead projects as directed by Program Manager
  • Work collaboratively with team members, from leadership to staff and stakeholders
  • Manage operational elements of one or more individual projects
  • Define and document project scope and plan, and contribute to performance monitoring and reporting requirements
  • Track the technical progress for each assigned project, ensuring all project tasks align with the technical requirements outlined in the statements of work and ensuring project schedules, milestones, and deliverables are adhered to and achieved
  • Develop, track and manage project budget and expenditures
  • Identify, document, and develop a plan to mitigate project risks
  • Produce and distribute project status reports and other documents
  • Effectively and collaboratively communicate with team, stakeholders, and partners; translate sponsor expectations into actionable plans that subawardees can execute
  • Document and evaluate existing processes, procedures and guidelines making recommendations for enhancements and improvements as appropriate
  • Identify potential scope changes and provide advanced and timely reporting about such requests to the Program Manager.
  • May perform other duties and responsibilities as assigned or directed by the Program Manager


Education and Experience



  • Bachelor's Degree; Master's Degree preferred
  • Minimum of 3-5 years' experience required


Required Knowledge, Skills and Abilities



  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Working knowledge of a variety of software including but not limited to Microsoft Office and Google Suite, proposal/project tracking, and data analysis software
  • Detail-oriented
  • PMP certification preferred
  • Experience in emergency medicine, or similar health/science-related fields preferred
  • Ability to obtain and maintain a T1 Public Trust Clearance


Physical Capabilities



  • Ability to stand or sit at a computer for prolonged periods.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $64,200-$109,200. Actual salary will be determined based on experience, education, etc.
