The full salary range for this position is $71,600 to $127,400/year

Brief Summary of Job Duties:

The Bank Card Services Analyst administers and in collaboration with the Equipment and Flexcard Manager, strategically develops UC Santa Barbara's consolidated Procurement Card and Virtual Card programs. This advanced role integrates procurement and financial functions, managing all key program operations while serving as the primary liaison with issuing banks, vendors, UCOP Systemwide Bank Card Administrators, Accounts Payable, and campus departments to address card transactions and related issues. The analyst is responsible for training delivery, application review, card issuance, and issue resolution for internal and external customers. They set and adjust credit limits, analyze spending data for risks, conduct compliance audits, and independently address transactional problems such as declines or unauthorized charges. Additionally, the role includes administering virtual card settlements, coordinating audits, and participating in system-wide initiatives to ensure program integrity, compliance, and operational excellence across UCSB's procurement and financial functions. #LI-KA1

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 4-6 years Progressively responsible experience in procurement, financial services, or a related field.
  • 4-6 years Experience administering credit card programs, accounts payable, financial analysis, or auditing in a complex organization.

Preferred Qualifications:

  • 4-6 years Experience working with higher education or government.
  • Experience working with campus financial systems, procurement systems, and reconciliation processes, e.g. Gateway, Oracle Financial Cloud, Fusion Data Intelligence, General Ledger and intramural funding.
  • Strong knowledge of UC procurement, financial, banking systems, travel and entertainment policies and processes.
  • Professional certification preferred.

Job Functions and Percentages of Time:

  • 70% Card Program Administration & Financial Settlement - Administer UC Santa Barbara's Procurement Card (FlexCard) and Virtual Card (Payment Plus) programs, serving as the primary liaison with banks, vendors, and campus departments. Process card applications, verify training, issue cards, set and adjust credit limits, and maintain MCC templates. Monitor and reconcile transactions for fraud, misuse, and compliance, resolving issues and discrepancies promptly. Oversee daily operations, including transaction monitoring, vendor onboarding, invoice identification, and financial reconciliation. Provide expert guidance and training, maintain program records, and collaborate with campus partners to ensure compliance and drive continuous process improvement.
  • 25% Campus Financial Integrity & Training Support - Lead comprehensive audits of procurement card and purchase order transactions, ensuring strict compliance with UC and Federal procurement policies. Investigate violations, implement and monitor corrective actions in collaboration with management, and communicate audit findings and compliance requirements to departments and leadership, advising on systemic issues and policy enhancements. Develop and deliver training and outreach programs aligned with UC policies, maintain and update program documentation and exams, and manage certifications. Provide expert guidance and responsive support to cardholders and staff, manage program web content, collaborate with campus and central offices on systems improvement, and serve as the backup for the Procurement Card Manager to ensure reliable communication and exceptional customer service.
  • 5% Special Projects Supporting Strategic Goals - Participates and contributes to functional improvement initiatives for card-related processes and systems, collaborating with campus and system-wide teams to standardize procedures. Provides project updates and support for special initiatives through testing, workflow analysis, and clear documentation.
