SUMMARY

The MCS Deputy Administrator performs professional work under the supervision of the Administrator of Managed Care Services. This professional assists in planning, developing, and implementing a large comprehensive Behavioral Health Managed Care Medicaid program. Ensures contract compliance with PA DHS contract and sub-contract with Behavioral Health Managed Care Organization.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • In collaboration with the MCS Administrator, oversees the DHS contract requirement as set forth in the Program Standards Requirements.
  • Lead role in the oversight of Quality and Performance of the HealthChoices program.
  • Lead role in the oversight of all program initiatives.
  • Oversight of certain administrative contracts- reinvestment, programs related to special initiatives, advocacy and Consumer satisfaction. Tasks include procurement, contracting, monitoring.
  • Lead role to oversee all Request for Proposals issued by MCS or in collaborations with another HHS office.
  • Assists in overseeing the MCS operational policies and procedures in support of the HealthChoices Program Standards and Requirements.
  • Assures the timeliness, accuracy and completeness of all program and quality reports.
  • Participates in the development and monitoring of capitation rates.
  • Oversight of Reinvestment planning and reporting. Provide technical assistance to Program Manager responsible to develop plans.
  • Provides oversight of Provider Network (network is more than 250 providers) -service gap analysis and monitoring of network activity.
  • Active role in HHS activities as a contributor to department goals and strategic plan.
  • Supervision of Behavioral Health Program Manager responsible for special initiatives.
  • Supervision of Quality and Performance Manager.
  • Supervision of OSP.
  • Other Duties as delegated.

QUALIFICATION REQUIREMENTS

  • Master's Degree.
  • Minimum of 7 years' experience in Behavioral Health or Human Services field, including 3 years of senior. administrative, supervisory or management work.
  • Managed Care experience preferred.
  • Supervisory of Behavioral Health treatment experience preferred .
  • Knowledge and basic understanding of business contracts and negotiation techniques.
  • Experience in project management with ability to meet deadlines.
  • Ability to utilize commonly used business tools such as MS Office Products, Project Planning software applications.
  • Onsite, in-person attendance is required as directed by Supervisor.
  • This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
