Fairfax County Wastewater Management is seeking an Assistant Construction Project Manager II as part of the Wastewater Treatment Division's Maintenance Branch, this position serves as an operational and maintenance field liaison for construction activities at the Noman M. Cole, Jr. Water Recycling Facility.

This field-intensive position coordinates, monitors, reviews and verifies design and construction documents from preliminary design to start up and operation of the plant processes. Plays a strong supporting role coordinating large capital improvement projects and leads in the implementation of smaller capital and maintenance projects.

  • Leads the development and implementation of the underground infrastructure program.
  • Assigns and oversees the work of field construction coordinators in the absence of the project manager.
  • Actively participates in plant-based teams and leads special projects that support plant design and construction activities.
  • Exchanges information and communicates both orally and in writing with supervisors, maintenance and operations personnel, contractors, contract engineers, vendors, safety personnel, and other Fairfax County representatives.
  • Actively participates in plant-based teams and leads special projects that support plant design and construction activities.
  • Receives spare parts from projects to help with in-house parts inventory control and predictive maintenance.
  • Support preventive, corrective and predicative maintenance.

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus one year of experience in construction, building maintenance projects, code enforcement or inspection work.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract over sight or supervision.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five (5) years of progressively responsible experience in the supervision or management of construction or maintenance projects
  • Five (5) years of experience in construction plans and specifications review or preparation.
  • Four (4) years of experience in reviewing construction documents and proposals for cost evaluation and compatibility with County standards, guides, and operational needs.
  • Four (4) years of experience in the knowledge of principles, practices and techniques relating to construction project management and contract administration.
  • Four (4) years of experience with Federal, State and County site construction codes and regulatory/permits, including the Public Facilities Manual and Erosion and Sediment Control Standards.

PHYSICAL REQUIREMENTS:
Ability to lift and carry items weighing up to 75 pounds with assistance. Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Requires strong oral and written communication skills, with the ability to produce organized and legible documents, including those with graphics, via handwritten or computer-generated means. Incumbents must possess visual acuity for computer monitor data and proficiency in operating keyboard-driven equipment and automated technology for information input, access, and retrieval. Requires the ability to physically navigate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities, including Ability to climb steps and ladders and walk on variety surfaces such as uneven terrain and grating. Requires the ability to work in all types of environments. This requires the ability to endure variable and extreme weather conditions, including heat, cold, rain, and noisy environments, as well as in confined spaces (*). In addition, the job requires performing tasks in an environment in which raw waste is present. (*) Per safety requirement, confined spaces may not be entered by individuals who weigh 310 pounds or more. All duties performed with or without reasonable accommodations.
