FCDOT is seeking a highly motivated, qualified, and public service-oriented Transportation Planner IV to join the Active Transportation, Capital Projects and Traffic Engineering Division (ACTD). The Active Transportation Team in ACTD manages diverse programs and projects that improve safety, comfort and participation in walking, bicycling, rolling, and other forms of active transportation. Under general supervision of the section chief, the Active Transportation Program Manager will lead a team responsible for providing policy, planning, engineering, operations and community engagement expertise related to pedestrian, bicycle, and shared micromobility programs and capital projects. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the County's ambitious active transportation goals.
Responsibilities include:
- Leading the planning, implementation, management and oversight of active transportation programs and projects, ensuring alignment with County goals focused on accessibility, equity, safety and sustainability.
- Managing, mentoring and overseeing the work of a professional team to successfully:
- Conduct studies and analyses related to active transportation planning, traffic engineering, preliminary design, quick-build projects and signage maintenance.
- Provide policy recommendations and technical expertise in planning, design, and prioritization of active transportation infrastructure, including crosswalk improvements, bicycle and trail facilities, shared micromobility options and lighting enhancements.
- Develop and implement near-term improvements for roads and intersections using quick-build elements that enhance overall safety and comfort.
- Promote active transportation through events, outreach, maps, signage, publications and informational campaigns.
- Manage volunteer-driven and community-based programs to engage residents and encourage active transportation use.
- Preparing and delivering Board items, detailed reports, technical analyses, meeting summaries, and other documents for internal and external interest parties.
- Serving as a subject matter expert in presentations and discussions at project-related public meetings, briefings for senior leadership and/or elected officials, and other active transportation related events.
- Defining and negotiating scopes of work for contracted services, ensuring quality deliverables and adherence to program goals, schedule and budget.
- Developing, monitoring, and managing budgets, schedules, and operations for capital projects and active transportation programs, ensuring timely delivery and equitable outcomes.
- Addressing and resolving public concerns related to active transportation facilities and services promptly and equitably.
- Performing other tasks as assigned.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- At least eight years of experience in civil engineering, or urban, regional or transportation planning related to active transportation.
- Knowledge of the Americans with Disabilities Act (ADA) and active transportation facility design requirements.
- Knowledge of and experience with budgeting, financial management, procurement, contract management, and reporting.
- Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
- Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence.
- Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community.
- Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships.
- Demonstrated success as a supervisor, including coaching and training.
- Desire to advance a collaborative and supportive culture.
PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. Conducts periodic field observations requiring standing, riding, and exposure to the elements (weather). All duties performed with or without reasonable accommodations.
