Technical Services Manager

Full Time, Exempt

REPORTS TO:

A Proposal Manager reports to the V.P. Technical Services in the Technical Services organization

JOB OVERVIEW:

The Proposal Manager works within the Technical Services organization. The primary duties of the Proposal Manager include oversight of the technical documents associated with proposals primarily associated with the Continuous Emissions Monitoring (ACS) and DAS Software (DAS) Service Lines. The Proposal Manager ensures that proposals are generated and submitted to customers within the deadlines identified in Salesforce. The Proposal Manager must have a higher level of institutional and customer knowledge along with strong communication and interpersonal skills.

RESPONSIBILITIES AND DUTIES:



  • Manage the workflow for proposals in Salesforce
  • Ensure that the proposals are provided to customers within our Alliance Advantage due dates for their assigned offices
  • Work with identified scope of work personnel, Technical Service Business Partners and writing staff to write and manage proposals based on customer information, permits and pricing.
  • Coordinate with multiple personnel within Operations, Sales and technical services on proposals
  • Assist in the professional development of direct reports
  • Work within Technical Services to improve technical and institutional knowledge of the writing staff
  • Maintain current templates for ACS and DAS proposals
  • Problem solving skills. Ability to address, manage and communicate internally on issues. Assist in resolution of issues.
  • Ability to communicate internal and externally (Clients, Operations, Sales Operations) to address issues with proposals.
  • Ability to communicate comments and/or issues with draft proposals to writing staff
  • Attention to detail


QUALIFICATIONS:



  • High School Diploma required. AS or BS degree preferred
  • Computer skills. Proficient skill level of Word, Excel, Adobe, Outlook.
  • Knowledge of 40 CFR 60 App. B Performance Specifications and 40 CFR 75, Appendices A & B
  • Professional appearance and behavior
  • Good verbal communication skills (Internally and with Clients and Regulators)
  • Excellent organizational skills.
  • 8+ years of experience in technical writing and/or resource management.


PHYSICAL REQUIREMENTS:



  • Must be able to meet the physical demands of a typical office environment

    • Sitting/standing
    • Possible light lifting

This position has a salary range of $70-$80k depending on experience.
