The Business Development Proposal Manager is a central leadership role within ARES' Growth organization, driving proposal development efforts, serving as the primary point of contact for IDIQ contract activities, and coordinating the capture process across NASA, the Department of Defense (DoD), and other key markets. This position streamlines and integrates core business development functions, reducing organizational burden, establishing consistent processes, and enabling technical and operational teams to stay focused on mission-critical work. The role directly enhances the quality, efficiency, and overall cadence of ARES' growth activities.

Functional Responsibilities:

Proposal Management

  • Lead and manage all proposal activities from opportunity release through final submission, ensuring full compliance with solicitation requirements, internal standards, and customer expectations.
  • Coordinate efforts across capture managers, technical leads, pricing, and contracts teams to produce unified, compelling proposal responses.
  • Develop and maintain proposal schedules, compliance, and review processes.
  • Support development of win themes, discriminators, and messaging aligned with ARES' value propositions.
  • Develop proposal material as a lead or support writer for Management, Technical, Cost, and Post Performance Volumes.
  • Support the execution of a comprehensive and structured capture processes.

IDIQ and Task Order Management.

  • Serve as the lead coordinator for all Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicles, including OASIS+, SeaPort, SWEP VI, SHIELD, and other ARES-managed vehicles.
  • Monitor and manage all Request for Task Order Proposals ensure timely, compliant submissions, and coordinate across capture team when opportunities are released or updated.
  • Ensure consistent documentation and archival of all IDIQ task order data.

Preferred Qualifications:

  • Experience applying the Shipley, or similar, process across all phases of business capture and proposal development.
  • Exceptional organizational and interpersonal skills with the ability to coordinate across geographically dispersed teams.
  • Comfortable interfacing with executive leadership, technical experts, and customers.
  • Proficiency with proposal tools and templates (e.g., MS Office Suite, Adobe Acrobat, SharePoint, or collaborative proposal portals).

Education and Relevant Work Experience:

  • A Bachelor's or Business degree and 5 or more years of experience working in a Government services environment.
