Primary Job Function |
The HSE Supervisor will manage and coordinate Health, Safety and Environmental programs for the plant. |
Description of Responsibilities |
- Ensure compliance with all legal requirements and company policies by implementing and enforcing HS&E procedures and protocols.
- Lead site internal control initiatives, including audits, inspections, and change management processes to ensure effective implementation of policies and procedures.
- Compile accurate information, monitor, and prepare reports to meet internal and external regulatory requirements, including EPA/Title V/SARA/Tier II/Radiation Badge reporting for environmental compliance.
- Oversee all aspects of waste management, including inspection, audits, storage, removal, and proper disposal of waste from the site.
- Promptly report spills, excursions, and environmental incidents to relevant parties and initiate necessary actions to address them.
- Develop, implement, and maintain proactive and preventative programs to achieve a zero-injury, zero-lost time workplace environment.
- Develop and administer HS&E training programs to meet both company and legal requirements, ensuring all personnel are appropriately educated in safety protocols; including monthly training seminars.
- Provide guidance to site personnel on HS&E matters, lead safety teams, and collaborate with professionals or state agencies for technical assistance as needed.
- Conduct thorough accident and incident investigations, identify root causes, and make recommendations to prevent future occurrences.
- Maintain up-to-date knowledge of basic OSHA safety and Occupational Health regulations to ensure compliance.
- Coordinate the Industrial Hygiene program and Personal Protective Equipment program, working with vendors to provide suitable equipment within budgetary guidelines.
- Initiate revisions to procedures to address emerging issues or regulatory changes, ensuring ongoing compliance.
- Prepare and adhere to an annual budget for the department.

- Create, maintain, and update Leading and Lagging indicators for presentation and reporting.
- Create, administer, and monitor the certifications of all required HSE competencies.
- Administer and monitor the required OSHA medical services for applicable employees.
- Maintain the company's LMS (learning management software) & ACT (action tracking) software to ensure compliance with all regulatory guidelines, auditable courses, and corrective actions.
- Facilitate and assign corrective actions resulting from Near Misses, Accident Investigations, or Excursion Investigation.
- Administer the Safety Data Sheet (SDS) Program to ensure that all necessary information is available to employees.
- Take responsibility for preparing, signing, tracking manifests and Land Disposal Restriction (LDR) forms, filing annual reports, evaluating wastes, arranging laboratory analyses, and maintaining records.
- Ensure the availability of an Emergency Coordinator at all times and coordinate the implementation of contingency plans if required.
- Communicate with regulatory authorities in the event of spills or incidents as necessary, maintaining compliance with reporting requirements.
- Ensure proper training for personnel managing hazardous waste, including initial and annual refresher training, and maintain accurate training records.
- Monitor satellite and accumulation area accumulation time and volume limits to prevent exceedances.
- Conduct weekly inspections of hazardous waste accumulation areas and emergency equipment and maintain detailed inspection logs.
- Coordinate pickups by Waste Recycle Services within the appropriate period, ensuring compliance with DOT regulations regarding packaging, labeling, marking, and placarding. Track shipments & manifests and ensure safe arrival at Treatment, Storage, and Disposal (TSD) facilities.
- Prepare and routinely update the contingency plan to ensure preparedness for potential emergencies or incidents.
- Ensure a culture of behavior based safety by adhering to safety protocols and guidelines in all activities, ensuring a safe working environment for yourself and others.

Knowledge and Skills |
- Degree in HSE, related technical field, or equivalent experience
- 7+ years of HSE experience in an industrial manufacturing field
- Familiar with attributes of Behavior Based Safety or equivalent
- Working knowledge of governmental regulations
- Good communication skills verbal/written
- Provides leadership in team and projects
- MS Office computer skills
- Ability to lead safety teams and collaborate with professionals or agencies
- Ability to obtain a RCRA, IATA, & DOT certification. CPR, AED, First Aid preferred.
- Proficiency in data collection, analysis, and reporting
- Detail-oriented with strong organizational skills
- Strong problem-solving and investigative abilities

Working Conditions |
Non climate-controlled factory environment, along with climate-controlled office or lab environment; Concrete flooring that may be slippery at times due to graphite. Exposure to audible and visual alarms, lights, etc. PPE may be required as appropriate. |
