The State Highway Administration's (SHA) Office of Environmental Design (Baltimore City) is currently recruiting for a Team Leader (Environmental Manager I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work
: The primary purpose of this position is to function as the Team Leader, supervisor, and technical specialist for the Office of Environmental Design's (OED) Quality Assurance Division's (QAD). This position is responsible for managing a team of Regional Environmental Coordinators (REC's) and Independent Environmental Monitors (IEM's). The Team Leader is responsible for providing oversight, guidance, technical expertise, and enforcement services to ensure SHA projects are completed in a responsible manner and in compliance with Stormwater and Sediment control laws of Maryland and the United States Clean Water Act per Delegated Authority by the Maryland Department of Environment (MDE). The team solves complex and sensitive environmental issues, incidents and concerns such as tracking and reporting of non-compliance findings and implementing corrective actions in accordance with SHA's approved plans, specifications, and permit conditions.

This position is a subject matter expert for Erosion and Sediment Control (ESC); the National Pollutant Discharge Elimination System (NPDES) construction permit process and requirements; and Stormwater Management (SWM) facility design, construction and as-built approval process.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticulture or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history, or related fields such as ecology, landscape architecture, or environmental engineering.

Experience:
Seven (7) years of experience in environmental analysis to include the development of plans, specifications, estimates and design, OR seven (7) years' experience in environmental management to include the development, implementation, and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations. One (1) year of the experience must have involved functioning as a team leader or overseeing the work of consultants or contractors in an environmental area.

Selective Qualification: Two (2) years of the required experience must have involved experience in environmental compliance, quality assurance reviews, and/or environmental monitoring as it relates to construction projects.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualification:

The ideal candidate should possess the following:

  • Responsible Personnel Certification from the Maryland Department of Environment
  • Erosion/Sediment Control Certification (Yellow Card) from MDOT/SHA
  • Experience in environmental management to include environmental compliance plans for storm water management, pollution prevention, erosion and sediment control

Notes:

1. Possession of a master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

2. Possession of a doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.

3. U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required experience on a year-for-year basis.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
