Hornblower is seeking a Program Manager for our Seaward Services operation in Norfolk VA.

About You:

This person will be adaptable, dynamic, and embody Hornblower's RESPECT Service System.

About the Opportunity:

This role is for the Naval Surface Warfare Center, upon reward of contract. The Program Manager (PM) will provide overall leadership, direction, and oversight. The PM will be responsible for managing cost, schedule, performance, and risk across all program activities in support of military small watercraft operations and sustainment. This role requires extensive program management experience within defense environments, with a strong understanding of small craft design, acquisition, and lifecycle support.

Essential Duties & Responsibilities:



  • Provide day-to-day leadership and management of program execution in accordance with contract requirements, company policies, and performance objectives.
  • Develop, implement, and maintain program plans, schedules, budgets, and performance metrics to ensure effective and efficient program delivery.
  • Identify, assess, and mitigate program risks to achieve on-time, within-budget performance and contractual compliance.
  • Oversee subcontractor performance and ensure adherence to all technical, contractual, and quality standards.
  • Coordinate efforts among technical, logistics, and administrative teams to ensure integrated and effective program execution.
  • Serve as the primary interface between the company and government representatives, maintaining open communication on all programmatic matters.
  • Prepare and present progress reports, financial summaries, and performance reviews to senior management and the client.
  • Drive operational efficiencies by implementing measurable goals, metrics, and continuous improvement initiatives in support of company objectives.
  • Foster collaboration and positive working relationships among internal teams, external partners, and customer stakeholders.
  • Contribute to the company's overall vision, strategic direction, and long-term program success.
  • Additional job duties as assigned.


Requirements & Qualifications:



  • Minimum of 10 years of experience in program management required.
  • Minimum of 5 years of experience supporting or managing military small watercraft programs required.
  • Project Management Professional (PMP) certification preferred.
  • Bachelor's degree from an accredited institution in business, engineering, or a related managerial field, or an additional eight (8) years of program management experience preferred.
  • Demonstrated experience leading programs within the Department of Defense (DoD) or U.S. Navy acquisition environment.
  • Strong analytical, organizational, and communication skills.
  • Proven ability to manage complex projects and lead cross-functional teams in a dynamic environment.
  • Travel may be required to customer sites, shipyards, or field locations.
  • Work may include both office and waterfront environments in Norfolk, VA.
