POSITION SUMMARY: The Manager of ACO Operations oversees ACO (Accountable Care Organization) programs and strategic initiatives across the Boston Medical Center Health System's Medicaid ACO network. Boston Medical Center Health System (BMCHS)'s ACO program, managed by the BMCHS Population Health department and through BMCHS's health plan WellSense, partners with several ACOs across Massachusetts. ACOs are primary care networks working across a variety of clinical sites, including academic medical centers, community hospitals and community health centers, to serve ACO patients. Together with BMCHS, ACOs share risk for Medicaid patients as part of MassHealth reform initiatives to transform healthcare via formation of Medicaid ACOs. To succeed in the Medicaid ACO program, BMCHS is supporting its partners by rapidly designing and implementing a number of programs to manage utilization and total cost of care. The Manager of ACO Operations will be deployed across the network and with a diverse set of stakeholders. It is essential that the Manager possesses strong communication skills (written and verbal) to ensure open lines of communication between ACO partners, local sites and BMCHS leadership. In particular, this role requires a candidate to quickly develop their understanding on a variety of new accountable care, population health and value-based payment related topics, and distill these complex processes and information into clearly framed decision points for ACO leadership teams. The Manager of ACO Operations will become a BMCHS system expert on the ACO program. Success in this role requires the ACO Manager to partner closely with Senior Leadership at primary care provider networks statewide to implement population health initiatives. Successful candidates will have a demonstrated track record of managing improvement projects and leading improvement efforts in outpatient clinic settings, forming effective partnerships with clinical and operations leaders, and executing on complex operations projects. The ACO Operations Manager will report to the Senior Manager of Population Health and will be responsible for initiatives such as: Process improvement: The ACO Operations Manager will play a pivotal role in assessing the Population Health Team's internal and external operating processes, workflows, and initiatives. The ACO Operations Manager will be responsible for making iterative improvements to the way our team works: reducing redundancy, driving efficiency, and centralizing processes. Partner program communication: The ACO Operations Manager will be a key liaison between BMCHS and the team's ACO partners. The ACO Operations Manager will be responsible for communicating key information as well as troubleshooting a variety of program related issues and facilitating their resolution. The ACO Operations Manager will support the program by creating materials and templates which can be leveraged across the ACO program for various partners. MassHealth Incentive Programs: The MassHealth ACO program includes incentive programs which cover a broad range of focus areas including adult primary care, pediatrics, behavioral health, and other outcome-based measures. The ACO Operations Manager will be responsible for supporting and honing incentive performance improvement strategies with ACO partners and ensuring successful implementation. Medical Expense reductions: The ACO Operations Manager will be responsible for introducing new medical expense reduction strategies, monitoring trended performance, and working with ACO partners on projects and engagement to maximize limited resources and drive quality outcomes while reducing total cost of care. New program/strategy development: The ACO Operations Manager will provide project management support to new strategic projects across all BMCHS ACOs.
