SALARY POSITION SUMMARY Supervises and plans the implementation and administration of training programs for Transit Operations' Bus Service employees. Supervises the administration of training programs for bus personnel, other departments of the Authority and outside agencies. Qualifications
PRIMARY RESPONSIBILITIES * Oversees the Authority's Bus Training Programs. Facilitates and supports training initiatives for all areas of Transit Instruction. o Coordinates with Learning & Support in developing and evaluating Bus Instruction Training Programs. o Ensures that training programs are being conducted effectively and efficiently by Bus Instructors by performing audits. o Confers with department staff to determine training initiatives, analyze training needs, set objectives and assess the overall effectiveness of training efforts. o Works with Bus Operations to review established criteria for promotional programs and eligibility for training opportunities, notifies eligibility of garages and individuals, and presents to classes. o Plans for long and short term training needs. Responds to requests for revisions to existing programs, develops new programs and training to meet long term agency directives (equip, customer service, procedures/policies, major projects. * Schedules and maintains daily utilization of instructor staff to meet various training requests. * Sets goals and operating procedures. Monitors the activities of the area, developing policies and procedures and consulting with those affected by policies and procedures. * Interviews employees regarding job performance and training qualifications. * Ensures Bus Instruction training programs meet state and federal standards for employees who require a Commercial Driver's License (CDL) for operation of a commercial vehicle with passengers. Daily oversite and maintenance of the standards required protecting the Authority from citations and maintaining the Authority's authorization to operate under those standards. * Meets with key CTA managerial personnel, consultants with outside vendors to ascertain appropriate training information and materials. * Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval. * Enters and/or approves Payroll as necessary in the absence of the Administration Manager and Bus Maintenance Clerk. Performs other related duties as assigned. EDUCATION/EXPERIENCE REQUIREMENTS * Bachelor's degree in Education, Administration, or a related field, plus five (5) years of training experience, or an equivalent combination of education and experience. * Previous experience in needs analysis, instructional design, curriculum content development, or technology education, as well as implementation and evaluation of training programs strongly preferred. * Experience with various methods of training delivery (classroom, e-learning, etc.) preferred. * Valid State of Illinois Driver's License (DL) required. PHYSICAL REQUIREMENTS * Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery. * Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA. KNOWLEDGE, SKILLS, AND ABILITIES * Working knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. * Working knowledge of learning strategies and instructional methods. * General knowledge of the Authority's rules, regulations, policies and procedures, and all collective bargaining agreements governing assigned employees. * Strong verbal and written communication skills. * Strong leadership and interpersonal skills. * Good system analysis and evaluation skills. * Good time management skills * Intermediate analytical skills. * Intermediate Microsoft Office (Access, Excel and Word) skills. * Ability to come up with unusual or clever ideas about a given topic or situation, or to develop creative ways to solve a problem. * Ability to generate a number of ideas about a topic. * Ability to maintain amiable relations with various levels of Authority personnel. * Ability to handle sensitive and confidential information. WORKING CONDITIONS * General office environment. * Required to travel to various CTA, vendor, and transit property locations. * Subject to normal garage/shop hazards such as noise, dust, grease, moving vehicles, etc. when visiting field locations. * Subject to weather conditions when evaluating the provision of service. * On call 24 hours per day, 7 days a week for emergency response. * Emergency response plans require 12 hour shifts, 7 days a week until emergency is declared over. EQUIPMENT, TOOLS, AND MATERIALS UTILIZED * Standard office equipment (i.e. - Computer, AV equipment, copier/scanner, etc.). * Two-way radio, CTA vehicle, company cell phone, and various training materials.
