PRIMARY PURPOSE


CNA is hiring for the role of Contractor Assistant Program Security Officer (CAPSO). The CAPSO ensures adherence to applicable laws as well as national, DOD, and other SAP security policies and requirements on behalf of CNA. This position manages all Special Access Program (SAP) activities within the CNA Special Access Program Facility (SAPF), coordinates the day-to-day operation and management of the Sensitive Compartmented Information Facility (SCIF) with the Contractor Special Security Officer (CSSO), and receives management and guidance from CNA Security on collateral security matters.

JOB DESCRIPTION AND / OR OTHER DUTIES



  1. Serve as the primary point of contact with Navy SAP security officials, effectively translating their guidance to CNA processes and procedures.
  2. Serve as the local expert for employees on SAP related matters in accordance with CNA, Navy, and DoD directives, instructions, and requirements. Ensure that CNA personnel meet policy and clearance requirements.
  3. Coordinate SAP security matters with CNA's Security leadership team.
  4. Analyze, interpret, and implement security related policies, procedures, methods, requirements, practices, deliverables and/or directives; write and review security plans, and identify and conduct assessments, audits, and inspections. Prior to all deliverables, must engage OCIO leadership team for final review and approval for release of relevant documents.
  5. Plan, implement, and track SAP personnel, information, physical, and technical security in accordance with applicable guidance.
  6. Ensure that SAP personnel security procedures are in accordance with applicable guidance: conduct nomination interviews, validate access requirements, submit investigative requests and nomination packages, conduct indoctrinations, and debriefs, review personnel security records for accuracy and update as needed.
  7. Manage day to day operations of the CNA SCIF/SAPF including open/close of the facility in accordance with security policies with the Contractor Special Security Officer (CSSO). Weekly updates must be provided to CNA's Security leadership team.
  8. Develop, conduct, and document initial, event-driven, and annual refresher training for all assigned SAP-accessed individuals.
  9. Maintain a system of accountability that records and inventories classied material and equipment.
  10. Oversee information management systems and ensure that data ownership and responsibilities are established with close coordination with the OCIO.
  11. Conduct and document an annual self-inspection in close collaboration with the CNA's Security team. Submit a corrective action plan (CAP) to the PSO that identies actions to correct deciencies and establish compliance.
  12. Prepare and maintain SAPF accreditation documentation, to include the xed facility checklist, the compartmented area checklist, TEMPEST checklist, and facility diagrams.
  13. Prepare and implement Standard Operating Procedures (SOPs); review at least annually and update as needed.
  14. Perform other duties as assigned.


JOB REQUIREMENTS



  1. Education: Bachelor's degree in Criminal Justice, Law Enforcement, or a related field, or equivalent combination of education and work experience.
  2. Experience: Minimum of 5 years' experience in SAP Security, SCI Security or Collateral Security, preferably with at least 2 years' experience in Navy special programs. Must have experience in personnel security, physical security, and information security. Must have experience developing standard operating procedures, preparing training briengs, and preparing for government security inspections.
  3. Skills:

    • Ability to interact with all levels of personnel and senior Military officials in an effective and professional manner;
    • Ability to demonstrate initiative and work with little to no supervision;
    • Ability to organize and direct all security aspects of a SAPF and SCIF;
    • Knowledge of relevant government security guidance, most notably DoDM 5205.07 Vol 1-4;
    • Excellent written and oral communication skills; computer congurations and network knowledge at an intermediate level;
    • Advanced knowledge of alarm hardware and operations
    • Must be able to work as part of a security team and proactively help CNA staff effectively meet security guidance.


  4. Clearance: Must have current active Top Secret security clearance, and SCI eligibility upon hire. Must be eligible for SAP nomination without security issues that would delay SAP access upon hire. Must maintain eligibility requirements for SCI and SAP access. This position is subject to a random Counterintelligence (CI) Polygraph. Must be able to support staff SAP work with occasional extended workday or weekend hours.
  5. Due to the nature of the role, must be able to lift/push/pull at least 30 lbs.
  6. This position is not eligible for telecommuting or hybrid work arrangements. Occasional exible work schedule may be possible at the discretion of Supervisor.
