As a Manager-State Government Affairs (ILEC), you will manage regulatory, legislative and industry relations for TDS Telecom's wireline cable and expansion companies at the state level in support of the provision of voice, broadband, video, and mobile services in assigned states. The role oversees each state's regulatory and legislative activities and industry relationships. The job's responsibilities include monitoring and participating in any regulatory dockets and proceedings as well as industry and legislative activities and ensures that TDS Telecom's wireline cable and expansion positions have been considered and are well represented.

This position has the ability to work remotely. TDS may show preference to candidates in any of the Northwest states that TDS operates in for occasional travel. (Montana, Idaho, Washington).



Responsibilities

    Monitor and advocate for additional broadband funds and state programs that would benefit TDS Telecom. Oversee any grant challenges encroaching on the company's ILEC cable and expansion footprint. Work collaboratively with state telecommunications associations to advocate for state programs that would be favorable to the wireline cable and expansion industry. Assist in the development of broadband grant applications with TDS Telecom teams.
  • Develop positive/effective working relationships with influential legislators, state commissions, and industry wireline cable and expansion organizations as a means of promoting TDS Telecom's policy positions. Assume leadership roles within state associations and other industry groups. Manage relationships with external counsel representing TDS Telecom in assigned states.
  • Monitors, participates in docket activities and other regulatory proceedings affecting TDS Telecom's companies, in support of the provision of voice, broadband, and video services in their assigned states. Executes statewide franchise activities, authorizations, and compliance requirements.
  • Monitors and participates in state legislative activities for TDS Telecom's companies, in support of the provision of voice, broadband, and video services in their assigned states. If necessary, provides expert testimony on behalf of TDS Telecom or industry associations before legislative bodies.
  • Serves as primary interface between state commission and industry personnel and internal personnel, such as Technology and Service Delivery teams, Corporate Counsel, Carrier Relations, and other business units, for escalation and resolution of issues arising in assigned states for wholesale and retail customers, not resolved on an operational level, which may include intercarrier compensation disputes, call termination issues, broadband availability, broadband speed, customer billing, and 911 issues. Includes the filing of formal complaints and testimony with State Public Services Commissions, as needed.
  • Represents TDS Telecom in assigned states by attending state and community level meetings and functions, as necessary. Examples include attending video franchise meetings, state and county broadband development meetings, community events, etc.


Qualifications

Required Qualifications

  • Bachelor's Degree (or higher) OR 4+ years of professional work experience.
  • 5 + years of regulatory experience.
  • 1+ years of experience in effectively influencing public policy.

Other Qualifications

  • Degree achieved with emphasis in accounting, economics, finance, political science, or public policy/administration.
  • General understanding of regulatory, legislative and industry environments, and experience in effectively influencing public policy.
  • Understanding of evolving industry technologies and issues, including but not limited to Voice Over Internet Protocol, Fiber to the Home/Fiber to the Node (FTTH/FTTN), cable technologies, etc.
  • Outstanding interpersonal, written, and oral communication skills.
  • Ability to act independently and evaluate alternatives and policies with a big picture perspective and a can-do attitude.
  • Ability and willingness to travel.
  • Ability to work effectively with individuals from various technical disciplines.
  • Excellent analytical and negotiation skills.
