Position Summary

Oceaneering is looking for a strong candidate to be part of an exciting opportunity to support a major Department of Defense acquisition(s) with the skills to perform at a high level to be successful in the management of Subcontract agreements and performance throughout their life cycle.

The Subcontracts Project Manager (SPM) serves as the primary liaison between the program team and assigned subcontractors, ensuring that subcontracted efforts are executed in alignment with contractual obligations, program milestones, and performance expectations. The SPM is responsible for day-to-day oversight, coordination, and performance management across technical, schedule, cost, and risk domains.

This role requires a disciplined, proactive, and collaborative approach to managing complex subcontract relationships. The SPM is expected to anticipate challenges, drive resolution, and serve as a trusted partner to both internal stakeholders and external teammates.


Duties And Responsibilities
  • Contract Execution & Compliance: Ensure subcontractors understand and adhere to all contractual terms, including scope, deliverables, milestones, and reporting cadence. Monitor compliance with flow down clauses (e.g., FAR/DFARS) and coordinate with Contracts and Legal as needed.
  • Program Integration & Alignment: Act as the conduit between subcontractors and internal stakeholders (Technical Leads, CAMs, PMO, and Finance) to ensure subcontractor activities are fully integrated into the program's Integrated Master Schedule (IMS), risk posture, and performance metrics.
  • Performance Monitoring & Reporting: Lead bi-weekly status meetings to review progress, identify issues, and track action items. Ensure timely updates to risk registers, deliverable trackers, and SubK Bi-Weekly/Monthly Reports. Escalate high-impact risks or delays to the PMO.
  • Control Account Management Support: Collaborate with internal CAMs to validate subcontractor inputs to cost and schedule performance data. Monitor Earned Value Management (EVM) indicators and support variance analysis, ensuring subcontractor contributions are accurately reflected in program-level reporting.
  • Risk & Issue Management: Oversee subcontractor risk identification, mitigation planning, and escalation. Ensure risk registers are maintained, aged risks are addressed, and high-severity risks are promptly communicated to the PMO and relevant stakeholders.
  • Change Management & Replanning: Coordinate subcontractor responses to Engineering Change Proposals (ECPs), scope adjustments, or re-baselining efforts. Ensure impacts are assessed, documented, and incorporated into contract modifications and program plans.

Qualifications

REQUIRED:

  • BS or BA required.
  • 5-7+ years of experience in Government Subcontracts focused on supporting DoD and other federal agencies.
  • Experience leading subcontract proposals.
  • Experience in managing various types of major subcontracts (CPFF/CPIF/CPAF/FFP/T&M, single award and multi-award IDIQs).
  • Demonstrated expertise with the Federal Acquisition Regulation (FAR) and DFAR, and as they relate to subcontracting.
  • CPSR requirements understanding.
  • Operates with integrity, highly collaborative, inspires team to be curious, accountable and outperform expectations.
  • Creative thinker and excellent problem-solving skills.
  • Excellent written and verbal communication skills, ability to foster strong relations, attention to detail and accuracy, excellent organizational skills, and the ability to work as part of a team and provide concise and accurate communications to management.
  • Be flexible.
  • Candidate will have to perform in an ISO-9000 rated company in a rapidly changing and demanding atmosphere.
  • Ability to obtain a security clearance.

DESIRED:

  • Significant DoD Company experience.
  • Experience leading a team/managing others.
  • Experience with Deltek Costpoint.

COMPUTER SKILLS:

  • To perform this job successfully, an individual should have strong knowledge of Microsoft Word, Excel, and PowerPoint. Deltek and PeopleSoft knowledge is beneficial.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

We offer a comprehensive and competitive benefits package. Annualized pay rate for this position is $97,750 to $132,250.
