Job Overview
The Buyer is responsible for researching, evaluating and purchasing materials, services, supplies, equipment, repair parts and maintenance stock in accordance with Chugach Alaska Corporation's established Acquisition Policy and Procedures Manual (APPM), policies and regulations. Responsibilities
Essential Duties & Job Functions:
- Responsible for the timely processing of all Purchase Requisitions (PR) received to ensure Chugach consistently and efficiently satisfies all Customer order requirements.
- Obtains price quotations; negotiates and administers assigned purchase orders, to include necessary price/cost analyses, when applicable.
- Maintains approved vendor source files.
- Maintains appropriate vendor performance records, rating system and an effective cost history program in support of purchase actions.
- Reviews Subcontractor Certificates of Insurance for all Service awarded contracts, to ensure compliance.
- Maintains effective purchase order files and initiates appropriate follow up actions as necessary to ensure timely and correct receipt of items purchased.
- Responsible for ensuring all awarded Purchase Orders reflect being in a "Complete" receiving status within Maximo, prior to final file contract close-outs.
- Consistently processes material and supply solicitations/purchases in accordance with Corporate's APPM, Chugach site Standard Operating Procedure (SOP) and FAR/DFAR regulations.
- Performs pre-award, award, and contract close-out actions in accordance with all corporate policies and applicable laws and regulations.
- Responsible for posting all award actions into the Chugach Purchase Order Award Log on a weekly basis.
- Serves as an agent of Chugach with limited signature authority in accordance with approved delegation.
- Acts in an advisory capacity on all purchasing matters and is responsible for ensuring the Procurement Manager is made aware of instances encountered that may result in adverse effect on Chugach, our customer or Subcontractor/Vendor.
- Maintains and operates company vehicles and/or tools and equipment in compliance with company policy.
- Supports the project Safety Plan through personal involvement in all aspects of Safety, including training, safety protective equipment and clothing, and adhering to safety requirements pertaining to particular trades or skills.
- Responsible for taking all corporate mandated training on or before deadlines and always remaining current and compliant.
- Other duties as assigned.
Accountable for:
- Timely, accurate, cost-effective performance of duties.
- Compliance with contract requirements and CGS/CCSL policies and procedures, including Rules of Conduct.
- Working closely and harmoniously with Chugach employees, vendors, and internal/external clients.
- Adherence to all safety and health rules and regulations
- Prudent management of Government Furnished Property (GFP) assigned to and under employee's jurisdiction.
Job Requirements
Mandatory:
- U.S. Citizen.
- Possesses and maintains a valid driver's license with acceptable driving record.
- High School diploma or equivalent.
- Strong verbal and written communication skills.
- Ability to acquire and maintain government identification/ common access card.
- Ability to deal with a variety of people in the organization, external vendors and contractors in a professional, courteous manner in diversified situations.
- May be required to pass background check and/or drug screen.
- Experience with Procurement, merchandising and/or supply requisitions.
- Ability to use the internet to research, analyze, and recommend trends and/or competitive prices.
- Proficient with Microsoft Office applications.
- Strong organizational skills and attention to detail.
- Strong analytical and negotiating skills.
Preferred:
- Bachelor's degree in business administration or related field.
- An equivalent combination of education and experience may be substituted.
- Familiarity with the FAR and government contracting practices.
- Two (2) years' direct contract and commercial procurement experience.
- Experience with IBM Maximo Asset Management Software.
Working Conditions:
- Work hours are subject to change with weekend and other work hours as needed; this position does not pay overtime.
- Work is to be performed on-site.
- Work is generally performed indoors (sedentary). Outdoor work may be subjected to temperature extremes and inclement weather conditions.
- Tasks may be performed on uneven surfaces, including hard and soft carpeted floors, cement structures and surfaces.
- Work is subjected to working around exposure to hazards that may cause bodily harm, cuts, bruises, burns, etc.
Physical Requirements:
- May be required to lift and/or move up to 35 pounds and follow safe lifting procedures.
- Ability to use standard office equipment to perform essential functions of the job (i.e., phone, computer, copier, etc.)
- While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time; sit; use hands and fingers; handle or feel objects, tools, or controls; reach with hands and arms; climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.
