DCS Corp is looking for a Cost Estimator to provide on-site analyst support in the areas of cost analysis, budget execution, and acquisition support to a US Army Product Manager at Aberdeen, MD. Essential Job Functions: Develop Life Cycle Cost Estimates in accordance to Army Cost Analysis Manual. Conduct gap analysis regarding program requirements to ensure cost baseline is accurate and defendable. Conduct cost analyses on LCCEs, contract proposals and other cost products as requested. Develop Independent Government Cost Estimate (IGCE) to support contracting actions and align with contract SOW. Evaluate contractor's proposals and provide the Government Position or independent cost estimate. Conduct monthly/quarterly analysis on all Integrated Program Management Reports (IPMR) or other financial reports. Coordinate and defend cost products to internal and external organizations. Develop cost models using excel or ACEIT. Develop point and risk adjusted estimate. Conduct sensitivity analysis and identify cost drivers. Develop Cost-benefit analysis. Develop software cost estimates. Provide analytical support for program controls and reporting, financial execution and budgets, and development of processes and procedures to ensure alignment of cost, schedule and performance. Ensure tracking of actuals from financial systems to LCCE for P&R Forms, Spendplans, Smartcharts, POM submissions and other financial reports. Support POM submission by updating cost estimate and provide cost analysis on changes and funding impacts statements. Working knowledge of Earned Value Management principles, polices and reporting. Perform cost analysis & estimations and provide recommendations as a member of an IPT. Desired cost estimating tool experience with: SEER/SEER-SEM and TruePlanning. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. BA Degree and 12 years of experience cost analysis experience in areas of projections to support DoD/US Army program office. MA and 10 years of experience will be considered. Must possess a Secret clearance. The Cost Estimator will be required to utilize Automated Cost Estimating Integrated Tools (ACEIT). Develop Life Cycle Cost Estimates in accordance to Army Cost Analysis Manual. Develop and refine cost estimate by analyzing historical data and applying quantitative models, techniques, tools and databases to predict future program costs. Conduct data collection to develop parametric cost estimates. Knowledge of DoD Acquisition statutory and regulatory requirements and acquisition policy. Experience with complete DoD Procurement & RDT&E (P&R) funding forms. Possess technical, analytical and problem solving skills, and able to manage multiple projects simultaneously. Possess strong verbal and written communications skills and ability to work as part of a team. Pay Range and Benefits: There are a variety of factors that can influence salary at DCS Corp, including but not limited to, geographic location, Federal Government contract labor categories and wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
