Overview
The Flight Operations Publications Technical Specialist role is responsible for the administrative support, creation, revision, and maintenance of flight operations documents, including aircraft operating manuals, standard operating procedures, bulletins, and regulatory publications ensuring accuracy, organization, and compliance with Federal Aviation Administration (FAA) regulations. This role is responsible for the timely preparation and submission of original and revised content, coordinating with stakeholders across departments.
Responsibilities
Own and manage the full lifecycle of flight operations manuals, including the Flight Crew Operating Manual (FCOM), Quick Reference Handbook (QRH), Minimum Equipment List (MEL), and Standard Operating Procedures (SOPs), ensuring they remain current, accurate, and compliant with FAA and company requirements.
- Lead collaboration with Content Owners, Subject Matter Experts (SMEs), and Content Authorities to develop, revise, and format content, ensuring consistency, usability, and alignment with operational standards.
- Review and incorporate changes resulting from Notices to Airmen (NOTAMs), Airworthiness Directives (ADs), and other regulatory updates into relevant manuals and operational publications.
- Manage digital publication systems (e.g., Comply365, Web Manuals) to control versioning, streamline updates, and ensure secure and timely distribution of manuals to operational personnel.
- Conduct regular self-audits to ensure documentation is current and aligned with scheduled publication cycles. Identify and resolve discrepancies proactively to maintain compliance and quality standards.
- Support voluntary disclosures and audit processes by preparing and providing documentation, ensuring transparency and proactive compliance with FAA oversight.
- Submit manual revisions for FAA review and acceptance/approval as required, ensuring regulatory compliance and maintaining the airline's operating authority.
- Direct the integration of manual updates across departments-working closely with Flight Standards, Safety, Training, and Regulatory Compliance-to ensure consistency with current procedures and compliance obligations.
- Design and implement new manuals, forms, checklists, and templates that respond to evolving operational needs, safety programs, or changes within the Safety Management System (SMS).
- Perform other tasks as assigned by the Senior Manager, Flight Operations Publications / EFB Management.
Qualifications
- Minimum bachelor's degree or equivalent years of experience in Aviation, Communications, or related field.
- Minimum two (2) years' experience in an administrative or support capacity.
- Experience in technical writing, document control, or aviation operations support is a plus.
- Strong ability to self-audit and function with limited assistance required.
- A minimum of 1 year of aviation experience would be preferred. Knowledge of 14 CFR Part 121 regulatory requirements is a plus.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for document preparation, communication, and coordination
Skills:
- Proven experience in technical writing, with a strong understanding of documentation standards and best practices
- Proficiency in Adobe Acrobat Professional for editing, formatting, and finalizing publication-ready documents
- Demonstrates strong quality control skills, the ability to self-audit, and a high level of independence in managing documentation processes
- Ability to work within aggressive deadlines and manage multiple priorities in a fast-paced environment
- Exceptional attention to detail and strong organizational skills to ensure accuracy and consistency across all documentation
- Proven ability to collaborate with cross-functional teams and perform effectively under regulatory deadlines and time constraints
